澳大利亚职业教育培训包研究

【摘要】:职业教育是人力资源开发的重要手段和渠道,在经济社会发展中发挥着重要作用。我国目前人力资源开发的规模、质量与经济发展的要求很不适应,承担人力资源开发重任的教育事业总体水平偏低,尤其是职业教育事业还十分薄弱。职业教育改革势在必行。 澳大利亚职业教育的成功经验为我国提供了一个借鉴的模式。澳大利亚自20世纪80年代末开始对职业教育进行了一系列重大改革,一方面使澳大利亚迅速跻身于世界职业教育发达国家的行列,另一方面使职业教育成为促进澳大利亚经济社会发展的重要力量。通过改革,澳大利亚形成了以TAFE学院为办学主体的职业教育体系,其核心就是培训包制度。从实践情况来看,培训包制度富于灵活性,能够适应不断变化的全球经济技术进步的要求,已经成为国际上比较成功的一种职业教育制度,对我国职业教育领域的改革有很强的借鉴意义。 本文由五部分内容组成: 第一部分说明了本研究的选题缘由,并对现有的相关研究文献进行综述,说明了本研究的意义,同时界定了本研究相关的核心概念。 第二部分概述了澳大利亚培训包建立的背景资料,并且指出了培训包的基本特点,使读者对培训包有一个基本认识,为下文作铺垫。 第三部分介绍了澳大利亚培训包的设计与开发过程,以及培训包开发所涉及的机构部门以及整个开发流程,阐明了培训包的开发原则,分析了培训包的内容,包括了由国家能力标准、国家资格以及评估指南组成的国家认证部分和由学习策略、评估材料以及专业发展材料组成的非国家认证部分,最后以澳大利亚信息和通信技术培训包ICA11为例具体分析。 第四部分分析了培训包的保障机制,从政策保障、机构保障、经费保障以及师资保障四个方面进行阐述。 第五部分是对培训包的评价以及对我国职业教育的启示,列举了培训包的优势与缺陷,并针对我国实际问题,借鉴培训包的成功经验,对我国职业教育提出了改革发展建议。
[Abstract]:Vocational education is an important means and channel of human resource development and plays an important role in economic and social development. At present, the scale and quality of human resources development in our country are not suitable to the requirements of economic development. The overall level of education undertaking the heavy task of human resource development is on the low side, especially the vocational education undertaking is still very weak. Vocational education reform is imperative. The successful experience of Australian vocational education provides a model for our country. Since the end of the 1980s, Australia has carried out a series of major reforms in vocational education. On the one hand, Australia has rapidly become one of the developed countries of vocational education in the world. On the other hand, vocational education has become an important force to promote the economic and social development of Australia. Through the reform, Australia has formed a vocational education system with TAFE College as its main body, the core of which is the training package system. From the practical point of view, the training package system is flexible and can adapt to the changing requirements of the global economic and technological progress. It has become a relatively successful vocational education system in the world. It is of great significance for the reform of vocational education in our country. This paper consists of five parts: The first part explains the reason of this research, and summarizes the existing research literature, explains the significance of this study, and defines the core concepts of this study. The second part summarizes the background information of Australian training package, and points out the basic characteristics of the training package, so that readers have a basic understanding of the training package, which will pave the way for the following. The third part introduces the design and development process of the training package in Australia, as well as the organization and the whole development process involved in the development of the training package, expounds the development principle of the training package, and analyzes the content of the training package. Including a national certification component consisting of national capacity standards, national qualifications and assessment guidelines, and a non-State certification component consisting of learning strategies, assessment materials and professional development materials, Finally, ICA11 is taken as an example to analyze the information and communication technology (ICT) training package in Australia. The fourth part analyzes the security mechanism of training package, from four aspects: policy guarantee, institutional guarantee, financial guarantee and teacher security. The fifth part is the evaluation of the training package and the enlightenment to the vocational education of our country, enumerates the superiority and the defect of the training package, and aiming at the actual problems of our country, draws lessons from the successful experience of the training package, and puts forward some suggestions for the reform and development of the vocational education in our country.
