职业院校教师到企业实践的制度研究

【摘要】:随着职业教育的深入发展,各级政府和职业院校都越来越重视教师到企业去实践,保持职业教师的专业技能与当下技术发展水平相一致,能够将最新的专业技能传授给学生,让职业院校的学生具备良好的专业技能基础,,毕业后到企业就能迅速展开工作,从最基础的角度推动我国产业转型和经济社会的根本性发展。职业院校教师去企业实践是我国职业教育最为根本的制度之一,对我国产业工人素质培养、人力资源优势向人力资本能力转化、建设学习型社会发挥重要作用。这个环节做不好,做得不完善都将严重制约我国职业教育的发展,以至于影响到我国经济社会的发展。现阶段各级政府和企业院校都制定或者出台了职业院校教师到企业实践的规章制度,作为一种新的制度,在建设和发展的过程中总会遇到一些问题。为使职业院校教师到企业实践制度能够不断完善,本研究以教师到企业实践制度为研究对象,立足我国现阶段出台的各类企业实践制度,从区域比较的视角进行研究和分析,寻找可借鉴的经验,并尝试提出建设企业实践制度体系的构想与建议。 本文开始介绍研究的背景及意义,目前国内外对职业院校教师到企业实践制度研究的现状及相关成果,以及本研究的内容与方法,同时对核心概念进行界定。随后阐述了职业院校教师到企业实践的现实意义及理论依据。在对已有制度分析的基础上,阐述了职业院校教师到企业实践制度的三大理论依据:“组织架构”理论、“过程方法”理论、“知行合一”理论。随后分析了职业院校教师到企业实践制度的现状,指出该实践制度虽发展历程不长,但具有起点高、发展迅速、形式灵活的优点,同时存在的缺陷也较为明显,如在制度变迁路径缺乏整体规划、制度规范化过程中缺少制度性安排、合作共建中缺少企业元素以及可持续发展的保障性机制等问题。 在文章的最后进行了职业院校教师到企业实践的制度体系设计。从建立政府、学校和企业的三方协调运行机制;健全教师企业实践制度的长效保障机制;加强教师企业实践制度执行的问责机制,三个方面来构架教师到企业实践的制度体系。
[Abstract]:With the further development of vocational education, governments and vocational colleges at all levels pay more and more attention to the practice of teachers to enterprises, keep the professional skills of vocational teachers in line with the current level of technical development, and can transfer the latest professional skills to students. Let the students of vocational colleges have good professional skills foundation, after graduation to the enterprise can start work quickly, from the most basic point of view to promote China's industrial transformation and economic and social fundamental development. The practice of teachers going to enterprises in vocational colleges and universities is one of the most fundamental systems of vocational education in our country. It plays an important role in training the quality of industrial workers, transforming the superiority of human resources to the ability of human capital, and building a learning society. The development of vocational education in our country will be seriously restricted by the failure and imperfection of this link, which will affect the economic and social development of our country. At present, all levels of government and enterprise colleges have formulated or issued rules and regulations on the practice of teachers in vocational colleges and universities. As a new system, there are always some problems in the process of construction and development. In order to improve the teacher-to-enterprise practice system in vocational colleges and universities, this study takes the teacher-to-enterprise practice system as the research object, based on the various enterprise practice systems introduced at the present stage of our country, carries on the research and the analysis from the regional comparison angle. This paper looks for the experience that can be used for reference, and tries to put forward some ideas and suggestions for the construction of enterprise practice system. This paper begins to introduce the background and significance of the research, the current situation and related achievements of the research on the teacher-to-enterprise practice system at home and abroad, as well as the contents and methods of this study, and at the same time define the core concepts. Then it expounds the practical significance and theoretical basis of the practice of teachers in vocational colleges and universities. Based on the analysis of the existing system, this paper expounds the three theoretical bases of the practice system from teachers to enterprises in vocational colleges and universities: the theory of "organizational structure", the theory of "process method", and the theory of "integration of knowledge and practice". Then it analyzes the present situation of the practice system of teachers to enterprises in vocational colleges and universities, and points out that the practice system has the advantages of high starting point, rapid development, flexible form and obvious defects, although it has a short history of development. Such as the lack of overall planning in the path of institutional change, the lack of institutional arrangements in the process of institutional standardization, the lack of enterprise elements in cooperative co-construction and the guarantee mechanism of sustainable development, and so on. At the end of the article, the author designs the system of teacher-to-enterprise practice in vocational colleges and universities. From the establishment of the tripartite coordinated operation mechanism of the government, schools and enterprises, the perfection of the long-term guarantee mechanism of the teacher enterprise practice system, the strengthening of the accountability mechanism for the implementation of the teacher enterprise practice system, the system system of teacher-to-enterprise practice is set up in three aspects.
