【摘要】：“三农”问题的根本出路在于教育，农村职业教育要切实面向“三农”，服务于“三农”，，这既是促进农村职业教育具有新生命力的途径，又是“三农”问题对职业教育提出的新要求。这就需要我们必须加强农业与科教事业的相互结合，加快对农村人才的培养，转变以往陈旧的观念，加强对农村教育事业资金的投入，把以往依靠农业和农村经济增长的重心转移到依托科技进步和提高劳动者整体素质的方向上来，这是农村职教改革和发展的方向。大力发展新农村经济的建设，要求农村职业教育做好后备储蓄工作，培养一系列专业的、后继的、先导的新型农村人才，同时转变以往所谓的“应试教育”的老思想，克服当前农村职业教育中出现的“城市化”问题，使农村职业教育真正为“两个基地和一个中心”服务。“两个基地”即高素质劳动者培养基地和先进农业开发推广的基地，“一个中心”是指为农村劳动者提供市场信息服务以及科技成果展示的中心,农村职业教育必须能为经济欠发达地区和中小城市输送具备一定管理知识、一定技能的创业人才，为农村输送高层次的优秀人才，这就为农村职业教育模式提出了更高的要求，即全面提高农村劳动者的素质。这虽然对农村职教提出了更高的要求，也为农村职教的发展与改革提供了千载难逢的契机。虽然近几年国家对农村职业教育的扶持力度日益增大，但是我国农村职业教育发展依然相对滞后，本文旨在找出农村职教落后的根源，并针对这些原因提出了相应的意见与建议。在我国农村，现在普遍存在“以县为主”的教育机制，县级政府部门要按照农村职业教育的任务和特色，重视“普教”、“职教”、“成教”，改变原有的教育模式，进一步理顺“三教”的关系。围绕“三农”问题合理布局、统筹规划，使农村职业学校做到资源共享与沟通，以真正实现我国农村现代化。本文通过大量数据和实地的调查研究，以期达到以下目的:了解农村职业教育模式存在问题的历史和现状，找到解决问题的途径和方法，进而帮助确定研究课题，改善我国农村职业教育模式的发展进程，达到预期目标；形成关于农村职业教育模式的一般印象，有助于深入观察和访问，并与国外模式进行比较；得到现实资料，通过一手资料和二手资料的共同获得，全面真实的反映农村职教的现状；进一步了解农村职业教育模式发展的全貌。
[Abstract]:The basic outlet of the problem of "agriculture, countryside and farmers" lies in education. The rural vocational education should be oriented to the "three rural areas" and serve the "agriculture, countryside and farmers", which is the way to promote the rural vocational education to have new vitality. It is also the new requirement of the problem of agriculture, rural areas and farmers to vocational education. This requires us to strengthen the integration of agriculture and science and education, to speed up the training of rural talents, to change old ideas, and to strengthen investment in rural education. It is the direction of rural vocational education reform and development to shift the focus of agricultural and rural economic growth to rely on scientific and technological progress and improve the overall quality of workers. The construction of the new rural economy requires the rural vocational education to do a good job of reserve savings, to train a series of professional, successor, leading new rural talents, and to change the old thought of the so-called "examination-oriented education" in the past. To overcome the problem of "urbanization" in rural vocational education, rural vocational education can really serve "two bases and one center". "two bases" are the training bases for high-quality workers and the bases for advanced agricultural development and extension. "one center" refers to the center that provides market information services and displays scientific and technological achievements for rural workers. Rural vocational education must be able to transport entrepreneurial talents with certain management knowledge and certain skills for underdeveloped areas and small and medium-sized cities, and provide high-quality talents for rural areas, which puts forward higher requirements for the rural vocational education model. That is, to improve the overall quality of rural workers. Although it puts forward higher requirements for rural vocational education, it also provides a golden opportunity for the development and reform of rural vocational education. Although the national support for rural vocational education is increasing in recent years, the development of rural vocational education in China is still relatively lagging behind. This paper aims to find out the root of rural vocational education backwardness. And put forward the corresponding opinion and suggestion in view of these reasons. In the rural areas of our country, there is now a "county-oriented" education mechanism. According to the tasks and characteristics of rural vocational education, county government departments should attach importance to "general education", "vocational education", "adult education", and change the original education model. Further straighten out the relationship between the "three religions". In order to realize the modernization of rural areas in China, the rural vocational schools should share and communicate with each other in the light of the rational distribution and overall planning of the "three rural" problems. Through a large number of data and field investigations, this paper aims to understand the history and present situation of the problems in rural vocational education model, to find out the ways and methods to solve the problems, and to help determine the research topics. To improve the development process of rural vocational education model in China, to achieve the expected goal, to form a general impression of rural vocational education model, to facilitate in-depth observation and visit, and to compare it with foreign models; to obtain realistic data, Through the joint acquisition of primary and secondary materials, it can reflect the status quo of rural vocational education and further understand the development of rural vocational education model.
