河北农村职业教育联合体的实践研究

【摘要】:我国是一个农业大国,农村和农民问题是关系到改革开放和现代化建设全局的重大问题。没有农业现代化,就没有整个国民经济的现代化;没有农村的稳定,就没有全国的稳定;没有良好的农民教育,就很难保持农业和农村经济的持续稳定发展。随着河北省“送教下乡”工作的进一步深入,各地都出现了一些农村职业教育联合体实施“送教下乡”的办学模式,有效地推进了新农村职业教育的发展。因此,采用调查、比较等多种研究方法,对河北省近年来农村职业教育办学模式改革进行系统分析与总结,可以丰富农村职业教育理论,增强农村职业教育的办学活力,更好的服务农村经济发展。 本研究首先对农村职业教育联合体进行了概述。从解析农村职业教育联合体内涵入手,探讨实施农村职业教育联合体的原则、具有的特点,进而分析了政府的重视程度、区域经济发展水平、学校办学实力、社会参与程度等方面也是影响职业教育联合体办学的重要因素。其次,分析了农村职业教育联合体的典型案例。我省在多年实施绿色证书工程、农村劳动力转移培训阳光工程、跨世纪青年培训工程等农民科技教育培训实践基础上,又率先在全国实施了送教下乡、双带头人培养工程,涌现了邢台农校、迁安职教中心、丰润职教中心等许多典型案例,通过对其办学实践的总结分析,探讨联合体办学的主要经验,以及办学的主要成效,为农村职业教育的发展提供借鉴与参考。最后,提出了农村职业教育联合体发展建议。通过对典型案例的剖析,可以看出目前农村职业教育联合体对农民科技素质的提高、盘活职教资源、助农业增产、帮农民增收等方面发挥了重要作用,但是还存在着受教育群体主动参与意识不强、联合体的运作机制、保障机制还需完善、以及联合体在办学过程中参与方之间配合不紧密等问题,政府需在给予政策支持的同时,,加大投入,加强立法,联合体在运行中的教育内容、教育形式应更加灵活与开放,认真研究与分析教育对象特点,进行有针对性的教学,提高教育质量和效果。
[Abstract]:Our country is a big agricultural country, the rural area and the farmer question is the important question which relates to the reform and opening up and the modernization construction overall situation. Without agricultural modernization, there would be no modernization of the entire national economy; without rural stability, there would be no national stability; and without a good education for peasants, it would be difficult to maintain the sustained and stable development of agriculture and the rural economy. With the further development of the work of "sending education to the countryside" in Hebei Province, some rural vocational education consortia have implemented the mode of "sending education to the countryside", which has effectively promoted the development of the new rural vocational education. Therefore, the systematic analysis and summary of rural vocational education mode reform in Hebei Province in recent years by means of investigation, comparison and other research methods can enrich the theory of rural vocational education and enhance the vitality of rural vocational education. Better serve the rural economic development. This study first summarizes the rural vocational education association. Starting with the analysis of the connotation of rural vocational education association, this paper discusses the principles and characteristics of implementing rural vocational education association, and then analyzes the degree of government attention, the level of regional economic development, and the strength of school running. The degree of social participation is also an important factor affecting the running of vocational education association. Secondly, it analyzes the typical cases of rural vocational education association. On the basis of many years' implementation of green certificate project, rural labor force transfer training sunshine project, cross-century youth training project and other farmer science and technology education and training practice, our province has also taken the lead in carrying out the project of sending teachers to the countryside and training both leaders in the whole country. There are many typical cases such as Xingtai Agricultural School, Qianan Vocational Education Center, Fengrun Vocational Education Center and so on. Through summing up and analyzing the practice of running a school, this paper discusses the main experience and the main effect of running a school in combination. To provide reference and reference for the development of rural vocational education. Finally, put forward the rural vocational education union development suggestion. Through the analysis of typical cases, we can see that the rural vocational education association has played an important role in improving farmers' scientific and technological quality, activating vocational education resources, increasing agricultural production and increasing farmers' income. However, there are still some problems, such as the lack of awareness of active participation of the educated groups, the operational mechanism of the consortium, the improvement of the security mechanism, and the lack of close cooperation among the participants in the process of running a school. The government should give policy support at the same time. In order to improve the quality and effect of education, it is necessary to increase input, strengthen legislation, and strengthen the educational content and educational form in the operation of the United Kingdom. The educational forms should be more flexible and open, study and analysis the characteristics of educational objects, carry out targeted teaching, and improve the quality and effect of education.
