日本高等专门学校教育质量第三方评价研究

【摘要】:高等职业教育质量是社会关注的热点问题,高等职业教育质量关系到人才、尤其是技术技能型人才的培养,更关系到整个国家综合国力的提升。第三方评价有利于提高高等职业教育质量。日本高等专门学校教育质量第三方评价体系相对较为完整,评价效果显著。本文通过文献分析法、内容分析法和比较研究法对日本高等专门学校教育质量第三方评价模式、保障条件和特点进行分析,寻找经验与不足之处,并理性借鉴日本经验为构建我国高等职业教育评价体系提出合理化建议。全文由六部分构成:第一部分为引言阐述了研究背景、文献综述、研究意义、概念界定、研究内容和研究方法。第二部分为日本高等专门学校教育质量第三方评价确立的背景及过程。第三部分为日本高等专门学校教育质量第三方评价模式。重点阐述了第三方教育质量的评价机构、评价目的方针和指导思想、评价基准、评价的实施机构、流程和方法、评价结果的形成、公布和效用。第四部分为日本高等专门学校教育质量第三方评价模式运行的保障条件。主要包括资质保障、经济保障和制度保障三方面。第五部分为日本高等专门学校教育质量第三方评价的特点、问题及其发展趋势。日本高等专门学校教育质量第三方评价具有规范性、系统性和发展性的特点。目前第三方评价存在第三方评价主体相对不够多样多元化;评价基准过于细化的问题。未来第三方评价呈现国际化;运用信息化手段助力第三方评价;提高企业参与程度;提高评价实施者的专业性;评价目的旨在高专培养创新创业型职业人才;评价重在提高教育效能的发展趋势。第六部分为理性借鉴日本经验优化我国高职教育质量第三方评价的对策:完善第三方评价机构及评价人员资质;构建教育质量第三方评价基准和框架体系;建立完善教育质量第三方评价的行业标准;规范第三方评价结果的使用。
[Abstract]:The quality of higher vocational education is a hot issue of social concern. The quality of higher vocational education is related to the cultivation of talents, especially to the cultivation of technical talents, and to the promotion of the overall national strength of the whole country. Third party evaluation is helpful to improve the quality of higher vocational education. The third-party evaluation system of the quality of higher specialized schools in Japan is relatively complete, and the evaluation effect is remarkable. Through literature analysis, content analysis and comparative research, this paper analyzes the third-party evaluation model, guarantee conditions and characteristics of the quality of higher specialized schools in Japan, looking for experience and shortcomings. And rational reference Japanese experience for the construction of higher vocational education evaluation system in China to put forward reasonable suggestions. This paper is composed of six parts: the first part is the introduction of the research background, literature review, research significance, concept definition, research content and research methods. The second part is the background and process of the third-party evaluation of the quality of higher specialized schools in Japan. The third part is the third-party evaluation model of educational quality in Japanese higher specialized schools. The evaluation organization of the third party education quality, the evaluation aim, the guiding ideology, the evaluation standard, the implementing organization, the process and the method, the formation, the publication and the utility of the evaluation result are expounded in this paper. The fourth part is the guarantee condition of the third-party evaluation mode of higher education quality in Japan. Mainly includes the qualification safeguard, the economic safeguard and the system safeguard three aspects. The fifth part is the characteristics, problems and development trend of the third-party evaluation of the quality of higher specialized schools in Japan. The third-party evaluation of the quality of higher specialized schools in Japan has the characteristics of standardization, systematicness and development. At present, the third party evaluation has the problem that the third party evaluation subject is not diverse enough and the evaluation benchmark is too detailed. In the future, the third party evaluation will be internationalized, the third party evaluation will be assisted by the information technology, the enterprise participation will be improved, the professional evaluation will be improved, and the purpose of the evaluation is to train the innovative and entrepreneurial professional talents. The evaluation focuses on the development trend of improving educational efficiency. The sixth part is the countermeasures to optimize the third-party evaluation of the quality of higher vocational education in China based on the Japanese experience: to perfect the third-party evaluation institutions and the qualification of the evaluators, to construct the system of the third-party evaluation of the quality of education. Establish and perfect the industry standard of third-party evaluation of education quality; standardize the use of third-party evaluation results.
