城镇化背景下“双师型”教师队伍建设研究

【摘要】：2013年11月十八大下发《中共中央关于全面深化改革若干重大问题的决定》,明确提出在体制问题上要做到城乡发展一体化、助推城镇化健康发展。这也就要求以人为核心的中国新型城镇化道路,以助推新农村发展中提高城镇化水平、加速小城镇发展中兼顾大中城市建设、促进城镇建设中重视产业发展;不断优化社会的管理格局,继续调整城市的空间结构,有效提升城市综合承载力。而推动农村转移人口市民化作为提升城市承载力的重要方面,在推进新型城镇化建设进程中发挥着重要作用。同时转变符合条件的农业转移人口为城镇居民,要以城乡现代职业教育体系的加快建成、城镇高素质劳动者和技能型人才的快速培养为依托。这种特殊的城镇化建设及人才培养背景对城乡职校加强双师队伍建设、提高教育教学和人才培养质量也提出了更高的要求。《荀子·大略》中提到“国将兴,必贵师而重傅……国将衰,必贱师而轻傅”,将重视教师与国家兴亡之间建立起了有机联系。因此,在城镇化背景下,要促进国家的建设与发展,必须重视城乡职业院校师资队伍的建设与发展。而双师队伍作为师资队伍的中坚力量,更应成为职校重点建设的对象。要以习总书记的“教师是立教之本、兴教之源”为指导,依照《国务院关于加强教师队伍建设的意见》(国发[2012]41号,以下简称2012年《意见》)文件精神,以提高教育质量为目标,以双师教师为重点,完善双师教师培养培训体系,健全技能型人才到职校从教制度。尤其是城镇化进程中双师队伍建设存在的数量与结构失衡、评价与激励缺位、投入与监管不足、师范性与实践性不强等四个问题,城乡职业院校应以加强和改进双师队伍建设现状为重点,以数量充足、结构合理、高效精干为目标,加快职教师资队伍建设、提高职业道德与专业水平、提升双师教师教书育人的责任感及自豪感。应以政府统筹规划为引导,以合理的比例结构、健全的培养制度、完善的激励机制等为目标,加强双师队伍建设力度,加快双师队伍建设步伐,以更强的职校师资队伍力量,推动职校更好地为城镇化发展服务、为和谐社会建设贡献力量。
[Abstract]:In November 2013, the CPC Central Committee issued the "decision of the CPC Central Committee on comprehensively deepening the Reform", which clearly pointed out that we should achieve the integration of urban and rural development and promote the healthy development of urbanization on the issue of system. This also requires a new type of urbanization road with people as the core, to boost the level of urbanization in the development of new rural areas, to accelerate the development of small towns to give consideration to the construction of large and medium-sized cities, and to promote the importance of industrial development in the construction of cities and towns; Continuously optimize the social management pattern, continue to adjust the spatial structure of the city, effectively enhance the comprehensive bearing capacity of the city. As an important aspect to promote the carrying capacity of the city, it plays an important role in promoting the construction of new type of urbanization. At the same time the transformation of qualified agricultural transfer population to urban residents should be based on the rapid establishment of urban and rural modern vocational education system and the rapid training of high-quality urban workers and skilled personnel. This kind of special urbanization construction and talent training background also put forward higher requirements for strengthening the construction of double-teacher team and improving the quality of education, teaching and talent training in urban and rural vocational schools. The country will decline, will be inferior to the teacher, "will attach importance to teachers and the rise and fall of the country to establish an organic relationship. Therefore, under the background of urbanization, in order to promote the construction and development of our country, we must attach importance to the construction and development of teachers in urban and rural vocational colleges. As the backbone of the teaching staff, the double-division team should be the object of the key construction of the vocational school. Under the guidance of General Secretary Xi Xi's "Teachers are the Foundation of the Establishment of Education and the Source of developing Education," and in accordance with the spirit of the document "opinions of the State Council on strengthening the Construction of the contingent of Teachers" (Guofa [2012] 41, hereinafter referred to as "opinions in 2012"), the aim is to improve the quality of education. Take double teachers as the emphasis, perfect the training system of teachers, perfect the system of technical talents to vocational schools. In particular, there are four problems in the process of urbanization, such as the imbalance of quantity and structure, the absence of evaluation and incentive, the insufficient investment and supervision, the weak nature of teachers' training and practice, etc. Urban and rural vocational colleges and universities should focus on strengthening and improving the present situation of the construction of the double-teacher team, aim at sufficient quantity, reasonable structure and high efficiency, speed up the construction of the teaching staff of vocational education, and improve the professional ethics and professional level. Enhance the sense of responsibility and pride in teaching and educating people. We should take the government's overall planning as the guide, take the reasonable proportion structure, the perfect training system, the perfect incentive mechanism and so on as the goal, strengthens the double teacher troop construction dynamics, speeds up the double division troop construction step, with the stronger vocational school teacher troop strength, Promote vocational schools to better serve the development of urbanization and contribute to the construction of a harmonious society.
