英国现代学徒制的发展及其启示

【摘要】：英国是较早推行学徒制的国家,学徒制几经沉浮。自1993年起,英国开始推行现代学徒制,实现了职业教育与普通教育的对接,扩大了社会参与,女性学徒和25周岁以上学徒比例明显增加,有效提高了劳动生产率,在很大程度上解决了困扰多数欧洲国家年轻人失业率高的顽疾。2015年,英国政府提出到2020年再增加300万学徒工的目标,为保证数量和质量,并向高等级学徒制迈进,英国正采取措施确保这一目标的实现,包括立法保障、完善机构、征收学徒税等。英国现代学徒制的实施对于我国克服技能人才短缺、完成教育分流、完善学徒制、促进万众创业具有较强的启示意义。
[Abstract]:Britain was an early country for apprenticeships, which had experienced ups and downs. Since 1993, the modern apprenticeship system has been introduced in Britain, which has realized the connection between vocational education and general education, expanded social participation, increased the proportion of female apprentices and apprentices over the age of 25, and effectively increased labor productivity. It has largely addressed the persistent problem of high youth unemployment in most European countries. In 2015, the British government set a goal of adding another 3 million apprentices by 2020 to ensure quantity and quality and to move towards a higher level of apprenticeship. Britain is taking steps to ensure that this goal is achieved, including legislative safeguards, institutional improvements, apprenticeship taxes and so on. The implementation of the modern apprenticeship system in Britain has great enlightenment significance for our country to overcome the shortage of skilled personnel, to complete the educational diversion, to perfect the apprenticeship system and to promote the entrepreneurship of the masses.
