关于完善地市高职教育经费保障机制的思考

【摘要】：目前,高职院校已普遍建立了生均拨款制度,省属高职院校的生均拨款水平基本能达到国家规定的标准,经费保障水平大大提高。比较困难的是地市高职院校,存在生均拨款落实难、获取项目支持难、学费收取难、债务化解难等诸多困难。究其原因主要是实行"分级办学、分级管理"的体制,大部分地市经济困难,无力支撑所属高职院校的高质量发展。要解决这一痼疾,应提升地市级高职院校的管理层级,加强省级统筹,健全生均拨款制度,完善分担机制,稳妥解决历史遗留问题和特殊困难,促进地市高职教育持续健康发展。
[Abstract]:At present, higher vocational colleges have generally established the system of the allocation of funds per student. The average allocation level of the provincial higher vocational colleges can basically meet the standards stipulated by the state, and the level of funds guarantee has been greatly improved. What is more difficult is that higher vocational colleges in prefectures and cities have many difficulties, such as how to implement the allocation of money per student, how to obtain project support, how to collect tuition fees, how to resolve debts, and so on. The main reason is the implementation of the system of "running schools at different levels and managing at different levels", and the economic difficulties of most prefectures and cities make them unable to support the high quality development of their own higher vocational colleges. In order to solve this chronic disease, we should upgrade the management level of prefecture-level higher vocational colleges, strengthen the provincial overall planning, perfect the system of allotment for students, perfect the sharing mechanism, and solve the problems and special difficulties left over by history. To promote the sustainable and healthy development of higher vocational education in prefectures and cities.
