政府与职业教育关系的重构

【摘要】：教育是社会发展的源动力，职业教育直接关系到国家企业的前途和命运。办好职业教育不仅是一个重大的教育问题，更是一个重大的政治问题。随着教育普及率的日益提高，如今，职业教育发展质量成为了社会关注的热点，实现教育公平，培养适应社会经济发展所需的高技能型人才，政府责无旁贷。本文从组织间关系的视角入手，将政府与职业教育的关系分解为：行政关系、法律关系、财政关系以及与外环境之间的关系。全文以关系为主线，通过德国、美国、澳大利亚政府管理职业教育的实践，结合新中国成立以来我国政府职业教育行政管理的得失，通过对比研究，分析我国职业教育面临的困境及其原因，，提出了重构政府与职业教育四种关系的设想：从被动管制到主动服务——行政关系的重构；增强法律可操作性——法律关系的重构；力促教育公平——财政关系的重构；优化外部生态环境——与外环境之间关系的重构。以期为政府制定职业教育相关法规、政策提供决策依据和参考，为系统梳理职业教育管理体制与运行机制等问题提供借鉴，启迪人们对职业教育及职业教育行政管理问题给予更多的关注与思考。
[Abstract]:Education is the source of social development, vocational education is directly related to the future and fate of national enterprises. Running vocational education well is not only a major educational problem, but also a major political issue. With the increasing popularization of education, the quality of vocational education development has become a hot spot of social concern. It is the responsibility of the government to realize the educational fairness and cultivate the highly skilled talents to meet the needs of the social and economic development. From the perspective of inter-organizational relationship, this paper divides the relationship between government and vocational education into administrative relationship, legal relationship, financial relationship and external environment. This paper takes the relationship as the main line, through the German, American and Australian governments' practice of managing vocational education, combining the gains and losses of our government's vocational education administration since the founding of the people's Republic of China, through the comparative study, This paper analyzes the difficulties and causes of vocational education in our country, and puts forward the assumption of reconstructing the four relations between government and vocational education: from passive control to active service-administrative relationship reconstruction; Strengthening legal maneuverability-reconstruction of legal relationship; promoting educational fairness-reconstruction of financial relationship; optimizing the external ecological environment-the reconstruction of the relationship between the external environment and the external environment. In order to provide the decision basis and reference for the government to formulate the relevant regulations and policies of vocational education, and to systematically comb the management system and operational mechanism of vocational education, etc. Enlighten people to give more attention and thinking to vocational education and vocational education administration.
