河北省重点建设项目融资问题及对策研究

【摘要】：2016年是“十三五”开局之年,河北省顺势启动项目攻坚三年计划,以重点项目建设作为对抗经济下行压力的重要举措。重点项目涉及战略性新兴产业、现代服务业、传统优势产业、现代农业和基础设施建设等各类行业,在重点项目选择上体现了广泛性。重点项目建设顺应我省产业结构转型升级潮流,是促进我省产业转型升级的重要手段,为调整经济结构和转变发展方式提供有力支撑。为保障重点建设项目的顺利实施,促进全省经济企稳回升,省级各相关部门高度重视重点项目建设,力促建成重点项目建设“绿色通道”,对重点项目建设实行精准服务。本文在总结重点项目融资及对策建议相关文献基础上,以省级重点项目建设主体企业所面临的融资问题为研究对象,通过数据分析归纳总结出省级重点项目融资面临的主要问题,就如何进一步拓宽融资渠道和创新融资模式提出具有现实性、针对性、可操作性的政策建议,为省级重点项目建设提供强有力的资金支撑。本文主要研究内容共分为四个部分:第一部分,相关概念界定与相关理论基础。该部分对本文所指重点项目的范围、所涉及到的投、融资及项目融资的概念做出界定,将重点项目按行业分为战略性新兴产业项目、现代服务业项目、传统产业转型升级项目、农业产业化项目及基础设施建设项目五类。第二部分,河北省重点建设项目融资现状分析。这一部分在对近几年河北省重点项目进行分领域、分地区梳理基础上,对2015年省级重点项目融资现状进行了分析。第三部分,河北省重点建设项目融资存在的主要问题。本部分指出河北省现阶段重点项目建设在融资方面遇到的主要问题,具体表现为融资渠道较为单一、间接融资效率偏低、直接融资发展缓慢及融资模式缺乏创新。第四部分,河北省重点建设项目融资对策建议。该部分作为本文的核心内容,针对河北省重点建设项目融资方面存在的主要问题提出对策建议,主要包括强化政府引导与协调作用、挖掘传统融资渠道的融资潜力、并行推进直接融资与社会资本融资及分项目金融模式创新等,以促进省级重点项目建设的顺利进展。
[Abstract]:2016 is the opening year of the 13th Five-Year Plan. Hebei Province has launched a three-year plan to tackle key projects, with key projects as an important measure to counter downward pressure on the economy. The key projects involve strategic emerging industries, modern service industries, traditional advantage industries, modern agriculture and infrastructure construction and other industries. The construction of key projects conforms to the trend of industrial structure transformation and upgrading in our province, and is an important means to promote the industrial transformation and upgrading in our province, which provides strong support for adjusting the economic structure and changing the mode of development. In order to ensure the smooth implementation of key construction projects and promote the economic stability and recovery of the province, all relevant departments at the provincial level attach great importance to the construction of key projects, urge the establishment of "green channels" for key projects, and implement precision services for the construction of key projects. On the basis of summarizing the relevant literature on financing and countermeasures of key projects, this paper focuses on the financing problems faced by the major enterprises in the construction of provincial key projects. Through data analysis, the paper summarizes the main problems faced by provincial key projects financing, and puts forward practical, targeted and operational policy recommendations on how to further broaden financing channels and innovate financing modes. For provincial key projects to provide strong funding support. The main content of this paper is divided into four parts: the first part, the definition of relevant concepts and related theoretical basis. This part defines the scope of the key projects, the investment, financing and project financing, and divides the key projects into strategic emerging industry projects, modern service projects, traditional industrial transformation and upgrading projects. Agricultural industrialization project and infrastructure construction project 5 kinds. The second part, Hebei Province key construction project financing present situation analysis. This part analyzes the present financing situation of provincial key projects in 2015 on the basis of the sub-field and regional combing of the key projects in Hebei Province in recent years. The third part, Hebei Province key construction project financing existence main question. This part points out the main problems encountered in the construction of key projects in Hebei Province at this stage. The main problems are that the financing channel is relatively single, the indirect financing efficiency is on the low side, the development of direct financing is slow and the financing mode is lack of innovation. The fourth part, Hebei Province key construction project financing countermeasure suggestion. This part is the core content of this paper, aiming at the main problems existing in the financing of key construction projects in Hebei Province, the countermeasures and suggestions are put forward, including strengthening the role of government guidance and coordination, tapping the financing potential of traditional financing channels. In order to promote the smooth progress of provincial key projects, direct financing, social capital financing and sub-project financial model innovation are promoted in parallel.
