【摘要】：本文是以系统的视角对社会保险服务供给的管理问题进行研讨,旨在通过系统的分析,发现当前社会保险服务供给中存在的问题,提出完善系统功能的目标,找到问题解决中的关联因素和可行方案,构建以服务对象为中心的社会保险服务供给系统的理想模型,制定与目标相一致的实践对策。除绪论和结论外,本文从确立系统目标、建构模型、实践对策三个方面进行分析,对以服务对象为中心的社会保险服务供给问题进行系统分解,找到当前最适宜的完善系统功能的实践对策。本文以切克兰德“调查学习”方法为基础,结合系统分析步骤及系统分析方法,搭建论文的研究框架,主要运用了系统分析的定性分析方法,研究以服务对象为中心的社会保险服务供给系统的环境、目标和功能,其中在模型设计和模型比较中运用了案例研究方法和比较研究方法。本文的突出成果在于建立了社会保险服务供给问题的系统视角,搭建了服务供给模式的应用框架;以当前系统功能完善的需要,创新设计了社会保险服务供给系统“六维服务供给模型”;以互联网思维将公共服务划分为显性服务和隐性服务,建立了大数据技术应用隐性服务的联系;设计了“社保管家”一点集成的“一点式”人工+虚拟服务模式。通过以上创新,完善系统目前存在的供给公平、存量平衡和多层次的功能需要,以打造理想的以服务对象为中心的社会保险服务供给系统。
[Abstract]:In this paper, the management of social insurance service supply is discussed from a systematic perspective. The purpose of this paper is to find out the existing problems in the supply of social insurance services through systematic analysis, and to put forward the goal of perfecting the function of the system. In order to find the relevant factors and feasible solutions in problem solving, to construct the ideal model of the social insurance service supply system centered on the service object, and to formulate the practical countermeasures consistent with the goal. In addition to the introduction and conclusion, this paper establishes the system goal. Construct the model, practice the countermeasure to carry on the analysis in three aspects, take the service object as the center of the social insurance service supply problem to carry on the systematic decomposition, Find the most suitable practical countermeasure to perfect the system function at present. Based on Chekland's "investigation and study" method, combining the system analysis steps and the system analysis method, this paper builds the research frame of the paper. This paper mainly uses the qualitative analysis method of system analysis to study the environment, goal and function of the social insurance service supply system centered on the service object. Case study method and comparative research method are used in model design and model comparison. The outstanding achievement of this paper is to establish the systematic perspective of social insurance service supply problem and build the application framework of service supply model. In order to improve the function of the current system, this paper innovates and designs the six dimensional service supply model of the social insurance service supply system, divides the public service into explicit service and implicit service by the thinking of the Internet. Established big data technology application recessive service connection, designed the "social security housekeeper" one integration "one point type" artificial virtual service pattern. Through the above innovation, consummates the system the present existence supply fair, The balance of stock and multi-level function need to create an ideal social insurance service supply system centered on the object of service.
