徐州市农民工医疗保险问题与对策研究

【摘要】：农民工是我国经济社会转型过程中出现的一个新社会群体,是我国城乡二元体制下特有的社会现象。2016年,我国农民工数量达到28171万人,比上年增加424万人,同比增长了1.5%。如此庞大数量的农民工对我国社会和经济的发展做出了巨大贡献,他们是构建社会主义和谐社会的重要力量。而且农民工长期从事脏、苦、累、险工作,居住、饮食、卫生等条件也比较差,因此他们比城市居民更需要医疗保险的保障。但是,目前农民工却没有得到与其贡献相对等的身份和地位,导致多数农民工被排斥在了城市医疗保险体系之外,他们的医疗保险需要长期得不到满足,因此完善农民工的医疗保险制度是中国城市化进程中亟待解决的社会问题之一。农民工健康意识差,劳动合同签订率低,农民工医疗保险存在参保率低、重复参保、保障水平低的问题,造成这些问题的主要原因是城乡二元结构障碍、医疗管理制度不完善,异地结算难,政府方面责任不清,农民工自身流动性强、参保意识低。通过借鉴国外经验并结合我国实际,解决徐州市农民工医疗保险问题需要推进制度改革,加强企业、政府责任,提升农民工自身素质和收入水平,提高参保意识。
[Abstract]:Migrant workers are a new social group in the course of our country's economic and social transformation, and a unique social phenomenon under the dual system of urban and rural areas. In 2016, the number of migrant workers in China reached 281.71 million, an increase of 4.24 million over the previous year. This huge number of migrant workers has made great contributions to the social and economic development of our country. They are an important force in building a harmonious socialist society. Moreover, migrant workers have been engaged in dirty, bitter, tired, dangerous work and living for a long time. Food, sanitation and other conditions are also relatively poor, so they need medical insurance more than urban residents. However, at present, migrant workers do not have the status and status equal to their contribution. As a result, most migrant workers are excluded from the urban health insurance system, and their health insurance needs remain unmet for a long time. Therefore, improving the medical insurance system of migrant workers is one of the social problems to be solved in the process of urbanization in China. The health awareness of migrant workers is poor, the signing rate of labor contracts is low, and the participation rate of medical insurance for migrant workers is low. The main reasons for these problems are the obstacles of urban-rural dual structure, the imperfection of medical management system, the difficulty of settlement in different places, the unclear responsibilities of the government, and the strong mobility of migrant workers. In order to solve the problem of medical insurance for migrant workers in Xuzhou, we need to push forward the reform of system, strengthen the responsibility of enterprises and government, improve the quality and income level of migrant workers and raise their consciousness of participating in insurance.
