商业保险参与农村医疗保障的研究

【摘要】：我国农村人口庞大,农民的医疗保健问题是我国社会保障体系的一大难点。2002年10月,中共中央、国务院提出了建立新型农村合作医疗制度,2003年新型农村合作医疗开始推进,目前我国农村医疗主要依赖于新型农村合作医疗。目前我国商业医疗保险发展迅速,其作为我国医疗保障体系的重要补充形式,在社会保障体系中发挥着越来越重要的作用。2005年10月26日中国保监会下发的《关于完善保险业参与新型农村合作医疗试点工作的若干指导意见》,对商业保险参与农村医疗保障体系的建设给予了鼓励和支持。此后党的十七大报告提出要“加快建设覆盖城乡居民的社会保障体系,保障人民基本生活,要以社会保险、社会救助、社会福利为基础,以基本养老、基本医疗、最低生活保障制度为重点,以慈善事业、商业保险为补充,加快完善社会保障体系。”为国家基本社会保障制度的进一步完善和商业保险进一步发展指明了道路和方向。为更好的建设和完善我国农村医疗保障体系,同时也期望能对社会保障学和保险业理论能有所补充,本人开展了商业保险参与农村医疗保障的研究。本文以商业保险参与新型农村合作医疗为研究的主要内容,通过将商业保险与农村合作医疗进行比较,总结国内外商业保险参与社会医疗保障的经验,试图探索出适合我国发展的商业保险参与新型农村合作医疗的模式。本文分5个部分。第一章为绪论：对课题的来源和研究意义、国内外研究情况、主要内容及结构安排、研究方法等进行介绍。第二章为我国农村医疗保障的现状与缺陷：主要描述我国农村医疗保障的发展与现状；新型农村合作医疗的发展模式与运行方式；新型农村合作医疗的缺陷。第三章为商业保险与新型农村合作医疗的比较：通过分析商业保险和农村合作医疗在社会性质、在社会保障制度中的比例、发展程度、管理模式、经营原则等诸多方面的不同,进一步阐述商业保险参与新型农村合作医疗的必要性和可行性。同时描述了我国商业保险与新型农村合作医疗合作的现状。第四章为国外发达国家商业保险参与社会医疗保障的经验。通过总结美国、德国、英国、瑞士、日本等发达国家商业保险参与社会医疗保障的先进经验,为我国新型农村合作医疗的发展寻找有益的启示。第五章以吉林省为例,阐述商业保险参与农村医疗保障的实际业务开展过程中遇到的问题和解决办法。希望通过对吉林省实际情况的观察,为商业保险参与农村医疗保障提出更好的对策和建议。第六为结论,为我国商业保险参与农村医疗保障提出政策性的建议。
[Abstract]:In October 2002, the CPC Central Committee and the State Council proposed the establishment of a new rural cooperative medical care system. In 2003, the new rural cooperative medical care system began to advance. At present, China's rural medical care mainly depends on the new rural cooperative medical care. At present, commercial medical insurance is developing rapidly in our country, which is an important supplementary form of medical security system in our country. It is playing an increasingly important role in the social security system. October 26, 2005, issued by the China Insurance Regulatory Commission, "on improving the insurance industry to participate in the pilot work of the new rural cooperative medical care", to participate in commercial insurance The construction of rural medical security system has been encouraged and supported. Since then, the report of the 17th National Congress of the Party has proposed to "speed up the construction of a social security system covering urban and rural residents, to ensure the basic livelihood of the people, to take social insurance, social assistance and social welfare as the basis, to provide for the aged and basic medical care," The minimum living security system will focus on philanthropy and commercial insurance to speed up the improvement of the social security system. " It points out the way and direction for the further improvement of national basic social security system and the further development of commercial insurance. In order to better build and perfect the rural medical security system in our country, and hope to supplement the theory of social security and insurance, I have carried out the research of commercial insurance to participate in rural medical security. This article takes the commercial insurance to participate in the new rural cooperative medical treatment as the main content, through the commercial insurance and the rural cooperative medical service carries on the comparison, summarizes the domestic and foreign commercial insurance to participate in the social medical treatment security experience. This paper tries to explore the mode of commercial insurance participating in the new rural cooperative medical system. This paper is divided into five parts. The first chapter is introduction: it introduces the origin and significance of the research, the research situation at home and abroad, the main content and structure arrangement, the research method and so on. The second chapter is the status quo and defects of rural medical security in China: mainly describes the development and current situation of rural medical security in China; the development model and operation mode of new rural cooperative medical care; the defects of new rural cooperative medical care. The third chapter is the comparison between the commercial insurance and the new rural cooperative medical system: through the analysis of the commercial insurance and the rural cooperative medical care in the social nature, the proportion in the social security system, the development degree, the management mode, the management principle and so on many aspects difference, Further expound the necessity and feasibility of commercial insurance participating in the new rural cooperative medical system. At the same time, it describes the current situation of cooperation between commercial insurance and new rural cooperative medical system. The fourth chapter is the experience of commercial insurance participating in social medical security in foreign developed countries. By summing up the advanced experience of commercial insurance in the developed countries such as America, Germany, Britain, Switzerland, Japan and other developed countries, this paper tries to find some useful enlightenment for the development of the new rural cooperative medical system in China. The fifth chapter takes Jilin Province as an example to expound the problems and solutions in the process of commercial insurance participating in rural medical security. It is hoped that through the observation of the actual situation in Jilin Province, better countermeasures and suggestions will be put forward for commercial insurance to participate in rural medical security. The sixth is the conclusion, put forward the policy suggestion for our country commercial insurance to participate in the rural medical insurance.
