济南市长清区城乡居民基本养老保险制度实施中的问题及对策研究

【摘要】：城乡居民基本养老保险制度是指新型农村社会养老保险制度与城镇居民社会养老保险制度的合并实施,是由政府组织实施的为保障农村居民和城镇非从业居民年老时生活的一项社会养老保险制度,是我国社会养老保险体系的重要组成部分。我国实施城乡居民基本养老保险制度具有以下重要的意义：第一,有利于应对人口老龄化和家庭养老功能弱化的社会问题；第二,有利于促进社会公平正义的实现；第三,有利于推进社会基本公共服务的城乡均等化。我国实施城乡居民基本养老保险制度不仅具有极为重要的意义,而且也具备可行性。因为,一方面,城乡居民基本养老保险制度所覆盖的对象即城镇非从业居民和农村居民具有相似性；另一方面,新型农村社会养老保险制度和城镇居民社会养老保险制度的制度设计框架基本一致。长清区实施城乡居民基本养老保险制度取得了一定的成绩,主要表现在：一是扩大了参保范围,基本实现制度全覆盖；二是基础养老金水平逐年提高；三是参保人数逐年增加,及时足额发放养老金；四是参保缴费体现了多缴多得的激励措施,取消了关联参保,对于死亡的参保人参照城镇职工养老保险发放丧葬补助金。通过(?)区的调查发现,城乡居民基本养老保险制度实施以来,取得了一定的成效,但是在实际(?)性的过程中还存在着一些问题：一是居民自主参保意识不强且缴费水平不高；二是养老(?)对居民的保障水平低；三是养老保险基金运营管理不善；四是城乡居民基本养老保险业务基层经办机构服务效率和水平低；五是城乡居民基本养老保险制度与其他养老保险制度的衔接不到位。长清区城乡居民基本养老保险制度实施中存在问题的原因主要有两方面,一是制度本身设计的不够完善,二是制度执行方面存在的问题。制度本身设计不完善主要表现在三个方面：一是各级政府在养老金方面的财政投入比例配置不科学；二是缴费激励措施不合理；三是居民基本养老保险制度与其他养老保险制度的衔接设计不够完善。长清区城乡居民基本养老保险制度在实施过程中出现的问题包括四个方面：一是城乡居民基本养老保险制度的宣传不到位；二是地方政府财政支持力度有限；三是基金投资渠道单一且缺乏有效监管；四是经办机构力量薄弱,建设不健全。针对上面的问题,我们需要从制度本身的设计方面和制度的实际执行方面采取有效的措施不断加以改进和完善。针对制度设计本身存在的问题,可以从以下方面予以优化：一是合理划分中央与地方政府的养老金补贴财政责任以提高养老金的保障水平；二是制定切实有效的缴费激励措施；三是提高统筹层次,实现养老保险制度间的顺利转接。针对制度执行方面存在的问题,可以从三个方面完善城乡居民基本养老保险制度的运行机制：一是改进宣传方式,加大宣传力度；二是拓宽筹资渠道,强化基金监管；三是加强经办机构建设,提升服务水平。
[Abstract]:The basic old-age insurance system of urban and rural residents refers to the combination of the new rural social endowment insurance system and the social endowment insurance system of urban residents. It is a social endowment insurance system which is implemented by the government to ensure the life of rural residents and Urban Non employed residents in their old age. It is an important group of the social endowment insurance system in China. Part. The basic old-age insurance system for urban and rural residents in China has the following important significance: first, it is beneficial to the social problems of aging population and the weakening of family pension functions; second, it is beneficial to promote the realization of social fairness and justice; third, it is beneficial to promote the equalization of urban and rural basic public services. The basic old-age insurance system of urban and rural residents is not only of great significance, but also feasible. The four is that the insurance payment embodies more and more incentive measures, cancels the related insurance and gives out the burial subsidy for the insured persons of the death by referring to the urban workers' pension insurance. There are some problems: one is that the residents' consciousness of independent participation is not strong and the level of payment is not high; two is the low level of endowment insurance for the residents; three is the poor operation and management of the endowment insurance fund; four is the service efficiency and the low level of the basic old-age insurance business of urban and rural residents; five is the basic old-age insurance system for urban and rural residents. There are two main reasons for the problems in the implementation of the basic endowment insurance system of urban and rural residents in Changqing District, one is that the design of the system itself is not perfect, and the two is the existing problems in the implementation of the system. The design of the system itself is mainly manifested in three aspects: first, the governments at all levels The proportion of financial investment in pension is unscientific; two is the unreasonable payment incentive measures; three is the inadequate design of the basic old-age insurance system and other old-age insurance system. The problems in the implementation process of the basic endowment insurance system of urban and rural residents in Changqing District include four aspects: one is urban and rural residence. The publicity of the basic old-age insurance system of the people is not in place; two is the limited financial support of the local government; the three is the single fund investment channel and the lack of effective supervision; four is the weakness of the agencies and the imperfect construction. In view of the above problems, we need to take the system itself and the actual implementation of the system. The effective measures are constantly improved and perfected.
