日本长期护理保险的政策设计、基本特征及发展走向

【摘要】：在人口老龄化日趋严峻、长期护理保障政策准备严重不足的双重压力下,如何应对持续增长的老年长期护理需求将给我国社会保障体系带来重要挑战。历经十余年的发展,日本成功构筑起社会化的长期护理保险体系。为此,分析日本创设长期护理保险政策的背景与成因,为我国长期护理保障政策的构建提供了有益的经验借鉴。
[Abstract]:Under the double pressure of aging of population and insufficient preparation of long-term nursing security policy, how to cope with the increasing demand for long-term care for the elderly will bring important challenges to the social security system of our country. After more than ten years of development, Japan has successfully constructed a socialized long-term care insurance system. Therefore, the background and causes of the establishment of long term nursing insurance policy in Japan are analyzed, which provides useful experience for the construction of long term nursing insurance policy in China.
