中关村与滨海新区新兴产业协同创新发展研究

【摘要】：随着京津冀协同发展上升至国家战略高度,京津冀一体化再度成为人们关注的热点。战略性新兴产业具有显著的科技创新性和战略发展潜力,是我国产业结构升级和实现经济增长内生化的必然选择,研究战略性新兴产业发展有着重要的理论意义和现实价值。本文研究站在京津冀一体化背景下,通过比较中关村战略性新兴产业与滨海新区战略性新兴产业的发展目标、重点领域、发展基础等,提出中关村和滨海新区战略新兴产业协同发展的可行性;通过总结京津两地政府与政府之间,政府和学校之间等方面的协同发展现状,总结出中关村和滨海新区新兴产业创新协同发展的现有模式并构建中关村和滨海新区协同创新发展模式,完善中关村和滨海新区新兴产业协同创新的运行机制,通过构建中关村和滨海新区新兴产业创新协同度指标体系,以协同学中的序参量原理为理论基础,构建子系统有序度模型来评价区域科技创新体系的协同程度,并通过带入中关村和滨海新区的数据,计算出中关村和滨海新区各自的新兴产业创新协同度,引入产业间协同度计算方法,计算出中关村和滨海新区新兴产业复合系统之间的创新协同度,并对计算结果进行了分析。最终,从区域合作、制度机制建设等角度,对中关村和滨海新区新兴产业创新协同发展提出一些可行的政策建议。
[Abstract]:With the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, the integration of Beijing-Tianjin-Hebei has once again become the focus of attention. Strategic emerging industries have remarkable technological innovation and strategic development potential. It is an inevitable choice for China to upgrade its industrial structure and realize the endogenous biochemistry of economic growth. It is of great theoretical and practical value to study the development of strategic emerging industries. This paper stands at the background of the integration of Beijing, Tianjin and Hebei. By comparing Zhongguancun strategic emerging industries with Binhai New area strategic emerging industries, the feasibility of coordinated development of Zhongguancun strategic emerging industries and Binhai New area strategic emerging industries is put forward. By summing up the status quo of coordinated development between the governments of Beijing and Tianjin, between the governments of Beijing and Tianjin and between the governments and schools, This paper summarizes the existing mode of innovation and coordinated development of new industries in Zhongguancun and Binhai New area, constructs the cooperative innovation and development model of Zhongguancun and Binhai New area, and consummates the operation mechanism of cooperative innovation of new industries in Zhongguancun and Binhai New area. By constructing the index system of innovation synergy of new industries in Zhongguancun and Binhai New area, and based on the principle of order parameter in Synergetics, this paper constructs an order degree model of subsystems to evaluate the degree of synergy of regional innovation system of science and technology. Based on the data brought into Zhongguancun and Binhai New area, the innovation synergy of new industries in Zhongguancun and Binhai New area is calculated, and the calculation method of inter-industry synergy is introduced. The innovation synergy between Zhongguancun and Binhai New area is calculated, and the results are analyzed. Finally, from the angle of regional cooperation and institutional mechanism construction, Some feasible policy suggestions are put forward for the innovation and coordination development of new industries in Zhongguancun and Binhai New area.
