【摘要】：从科学技术的发展史中可以看出,产业的发展应有相应的标准作为支撑条件,在当前经济全球化不断深化的新形势下,技术标准在国际竞争中的作用越发明显。刀具产业的发展同样离不开技术标准的支撑,技术标准化在推动刀具产业结构优化与升级方面起到重要作用。因此,如何通过实施技术标准战略,促进产业升级,促使“产业集聚”健康发展的问题,引起了许多学者的研究。但是这些研究大多是在经济层面上进行的讨论,而从哲学角度的研究分析却不多见。事实上,将技术标准战略的研究提升到哲学的高度和视角,具有十分重要的理论意义和现实价值。它不仅可以丰富技术标准理论研究,又可以为技术标准战略研究提供具有方法论性质的总体视野。本文主要研究了我国刀具产业实施技术标准战略的对策。首先在分析技术标准相关理论的基础上,结合刀具产业特征,通过对美、日、英、德等发达国家刀具标准的数量、特征、差异等情况进行分析和对比,总结出发达国家制定标准的特点,并从中得到启示；接着重点论述了我国刀具技术标准体系的发展历程和现状,针对我国刀具技术标准体系与国外对比中存在的差距,本文采用国际上流行的SWOT分析方法对我国刀具产业标准化建设中存在的自身优势、劣势、机遇、面临的威胁等四个方面展开全面剖析。根据理论分析和经验研究,本文从政府、协会、企业三个层面上提出了实施我国刀具产业技术标准战略的对策建议,希望能够探索出一条适合我国刀具产业生存和发展的道路。
[Abstract]:From the history of the development of science and technology, we can see that the development of industry should be supported by corresponding standards, and under the new situation of deepening economic globalization, The role of technical standards in international competition is becoming more and more obvious. The development of tool industry is also inseparable from the support of technical standards. Technological standardization plays an important role in promoting the optimization and upgrading of the industrial structure of cutting tools. How to promote industrial upgrading and promote the healthy development of "industrial agglomeration" through the implementation of technical standard strategy has aroused many scholars' research. However, most of these studies have been discussed on the economic level. In fact, it is of great theoretical significance and practical value to elevate the study of technical standard strategy to the height and perspective of philosophy, which can not only enrich the theoretical research of technical standard. This paper mainly studies the countermeasures to implement the technical standard strategy in China's tool industry. Firstly, based on the analysis of the relevant theories of technical standards, By analyzing and comparing the quantity, characteristics and differences of tool standards in developed countries, such as America, Japan, Britain, Germany and so on, this paper summarizes the characteristics of developed countries' standards, and draws inspiration from them. Then, the development course and present situation of the tool technical standard system in our country are discussed, aiming at the gap between the Chinese tool technical standard system and the foreign standard system. This paper analyzes the advantages, disadvantages, opportunities and threats existing in the standardization construction of China's tool industry by using the internationally popular SWOT analysis method. According to the theoretical analysis and empirical research, this paper starts with the analysis of the government. In order to find a suitable way for the survival and development of China's tool industry, this paper puts forward the countermeasures and suggestions on implementing the technical standard strategy of China's tool industry from three aspects: the association and the enterprise.
