我国中部地区高新技术产业竞争力的动态评价研究

【摘要】:高新技术产业是经济社会发展的重要力量,是衡量一个国家或地区经济竞争力和科技实力的重要指标。我国中部地区高新技术产业经过多年发展,在促进经济增长方式的转变、优化产业结构等方面成绩显著,但与东部发达地区相比,还有很大差距。为能更好地发展高新技术产业,明确其今后的发展方向与战略重点,有必要对中部地区高新技术产业竞争力进行评价,分析其与发达区域的差距,找出自身存在的问题,促进中部地区经济的崛起。 本文依据高新技术产业及其竞争力的有关理论,针对中部地区高新技术产业的发展现状和现实特点,基于2004-2012年的面板数据,运用因子分析和聚类分析法在全国基础上对中部地区高新技术产业竞争力进行了静态和动态相结合的评价分析,根据实证结果结合国内外的发展经验,提出了提升其产业竞争力的有针对性的对策建议,从而为中部地区进一步发展高新技术产业、提升高新技术产业竞争力提供参考。 研究结果表明:从总体上来看,中部地区高新技术产业发展较好,各项指标增长较快,但与全国发达地区的差距还较大。从实证分析来看,在2004-2012年间,中部地区高新产业竞争力无论是在产业投入、产业产出、产业技术创新还是产业发展潜力方面的竞争力均处于稳步攀升的态势,且增长较快,但仍低于全国平均水平,与处于全国领先地位的东部发达地区相比,差距仍然很大。湖北的高新产业综合竞争力发展较好,其竞争力水平正不断提高,发展速度较快,发展空间与潜力较大;河南的高新产业竞争力是继湖北之后水平较高的省份,原因主要在于其产出竞争力较强,从而拉高了总体水平;安徽高新产业经过这些年的发展,现已进入了快速增长时期;湖南和江西的高新产业竞争力发展水平还不稳定,其中,湖南的高新产业竞争力水平要略强于江西;山西无论是在产业的投入、产出、技术创新及发展潜力方面的竞争力都接近全国的最低水平,其高新产业综合竞争力水平还很低。
[Abstract]:High-tech industry is an important force in economic and social development and an important indicator to measure the economic competitiveness and scientific and technological strength of a country or region. After years of development, high-tech industries in the central region of China are promoting the transformation of economic growth patterns. Remarkable achievements have been made in optimizing the industrial structure, but there is still a big gap compared with the developed areas in the east. In order to better develop high-tech industries, we should make clear its future development direction and strategic focus. It is necessary to evaluate the competitiveness of high-tech industries in the central region, analyze the gap between them and the developed regions, find out their own problems, and promote the rise of the economy in the central region. According to the theory of high-tech industry and its competitiveness, this paper aims at the present situation and realistic characteristics of high-tech industry in the central region, based on the panel data from 2004-2012. This paper applies factor analysis and cluster analysis to evaluate the competitiveness of high and new technology industries in the central region on the basis of the whole country. According to the empirical results, it combines the development experience at home and abroad. The paper puts forward some countermeasures and suggestions to improve the competitiveness of its industries, thus providing a reference for the further development of high-tech industries and the promotion of the competitiveness of high-tech industries in the central region. The results show that, on the whole, the high and new technology industry in the central region is developing well and the indexes are increasing rapidly, but there is still a big gap with the developed regions in China. From the empirical analysis, in the period 2004-2012, The competitiveness of high-tech industries in the central region, whether in terms of industrial input, industrial output, industrial technological innovation or industrial development potential, is rising steadily and growing rapidly, but still below the national average. Compared with the eastern developed areas which are in the leading position in the whole country, the gap is still very big. The comprehensive competitiveness of high-tech industries in Hubei is developing well, and its competitiveness level is constantly improving, the development speed is faster, the development space and potential are larger; Henan's high-tech industry competitiveness is a province with a higher level after Hubei, which is mainly due to its strong output competitiveness, thus raising the overall level, Anhui high-tech industry has now entered a period of rapid growth after the development of these years; The level of competitiveness of high and new industries in Hunan and Jiangxi is not stable. Among them, the level of competitiveness of high and new industries in Hunan is slightly stronger than that in Jiangxi. The competitiveness of technological innovation and development potential is close to the lowest level in China, and the level of comprehensive competitiveness of high-tech industry is still very low.
