【摘要】：改革开放以来,为实现高速增长和加速实现工业化转型的需要,我国以资源和劳动力优势参与国际分工。经过三十年的高速增长,成为仅次于美国之后的世界第二大经济体。这期间,产业集群发挥了重大的作用。产业集群能有效降低企业交易成本,激励企业创新,使企业获得更高的外部经济性,同时加速区域经济竞争能力的快速提升,产业集群己成为我国现阶段经济发展的重要表现形式。我国的产业集群具有明显的政府主导的特点,政府投资在产业集群形成中具有重要作用。这是因为,在我国高度分权的政府治理结构下,地区和省级竞争成为我国高速增长的制度驱动力,省级和区域政府基于发展经济的强烈诉求,考虑到产业集群能够迅速的提升工业化水平和城镇化水平,解决就业、增长、税收、财政收入等一系列问题,因此使得地方政府表现出一致性的对工业集群和产业集聚的偏好,地方政府通过投资、政策上的支持直接加快了生产要素在空间上的流动与有效配置,促进了区域产业集群的形成。产业集群的发展己经成为带动我国区域经济发展和提升区域经济竞争力的重要力量。但是,“政府主导”模式在加速了产业集群形成的同时,也使得我国产业集群表现出明显的人为特征,偏离了成本节约、规模经济和分工深化的产业集群的内在生成机理。加上我国粗放的增长模式和不合理的产业结构特征,其使得我国产业集群的形成表现出诸多问题,影响了产业集群自身的效益和对整个国民经济应有的作用的发挥,非由内在生成机理而由政府投资产生的产业集群甚至对经济发展表现出负面作用。在此背景下,深入研究、客观公正地评价由政府主导、政府投资而产生的产业集群的相关问题具有十分重要的理论意义和现实意义。本论文包括绪论、四个章节和结束语。第一部分为绪论,介绍本文的研究背景和意义,国内外研究现状以及研究方法。第二部分为论文的主体部分。第一章介绍政府投资和产业集群相关理论。第二章分析了我国政府投资产业集群的现状。包括介绍了我国产业集群发展历程,政府投资在我国产业集群中的作用,重点从政府投资角度分析问题成因。第三章是从政府投资角度出发对产业集群的影响的实证分析。内容包括产业集群的度量介绍,具体实证分析以及实证分析结果和讨论。第四章总结全文,并根据前文提出建议。

China's industrial cluster has the obvious characteristics of the government, the government investment plays an important role in the formation of industrial clusters. This is because, in the government governance structure of our country highly decentralized, regional and provincial competition has become the rapid growth of China's system of driving force, provincial and regional government Strong demand for economic development based on the consideration of the industry cluster can improve the level of industrialization and urbanization, rapid growth, employment, tax revenue, a series of problems, so that the local government showed the consistency of the industrial cluster and industrial cluster on the preference by local government investment, policy support directly to speed up the flow of production factors in space and effective configuration, promote the formation of regional industrial clusters. Under the background, in-depth research, objective and impartial evaluation led by the government, it has very important theoretical significance and practical significance of issues related to industrial cluster of government investment generated. This dissertation consists of introduction, four chapters and conclusion.
