宝塔医药产业园初创期建设与合作计划研究

【摘要】：近20年来,现代生物技术及其在医药产业的应用持续加速发展,生物医药产业目前已成为当今世界经济中最富活力的先导性和战略性产业。今后20年,既是生物医药产业发展的关键时期,也是世界各国决胜生物经济的关键时期。美国、日本和欧盟等发达国家,韩国和新加坡等新兴工业化国家,以及印度和古巴等发展中国家,纷纷制定生物医药产业发展战略,其中最重要的举措是发展创新型产业集群。近年来,世界各国均出现了建设生物医药产业①基地的热潮。宝塔医药产业园作为南宁国家高新技术生物产业基地生物医药核心区项目,目前正处于初创期,对其建设计划、合作计划以及风险初步评估进行深入研究,除对整个宝塔医药产业园的稳健、长远发展起到一定的指导作用外,对提高广西生物医药产业发展,泛北部湾经济区以及国家生物医药产业发展亦有一定的促进、带动作用。本文的研究对象为宝塔医药产业园项目,从初创期的角度,对该产业园的建设及合作计划进行研究。在对国外内的生物医药产业及产业园的发展特点进行研究、总结、借鉴的基础上,结合宝塔医药产业园本身的特点,对其初创期的建设环境进行分析,进而进行初创期建设及合作计划的研究,通过投资合作、招商合作、运营合作等商业模式,寻求广西生物医药产业的创新突破,从而探索广西生物医药产业的发展模式。本文对产业园初创期建设及合作的投资及风险进行了初步预估,提出相应保障措施,并对可取得的经济效益和社会效应做了初步评价。
[Abstract]:In the past 20 years, modern biotechnology and its application in pharmaceutical industry have been developing rapidly. Biomedical industry has become the most dynamic and strategic industry in the world economy. It is not only a crucial period for the development of the biomedical industry, but also a crucial period for all countries in the world to win over the biological economy. Developed countries such as the United States, Japan and the European Union, newly industrialized countries such as South Korea and Singapore, and developing countries such as India and Cuba, One after another, the development strategy of biomedical industry has been formulated, among which the most important measure is to develop innovative industrial clusters. There is an upsurge in the construction of biopharmaceutical industry base 1 in all countries in the world. As a core project of biological medicine in Nanning National High-tech Biological Industry Base, Baota Pharmaceutical Industry Park is now in its infancy, and plans for its construction are under way. In addition to guiding the stability and long-term development of the whole pagoda pharmaceutical industry park, the cooperation plan and the preliminary risk assessment will play a guiding role in improving the development of Guangxi's biomedical industry. The Pan-Beibu Gulf Economic Zone and the development of the national biomedical industry also play a role in promoting and promoting the development of the national biomedical industry. The research object of this paper is the pagoda pharmaceutical industry park project, from the perspective of the initial period, This paper studies the construction and cooperation plan of the industrial park. On the basis of the research on the development characteristics of the biopharmaceutical industry and the industrial park in foreign countries, and on the basis of summing up and drawing lessons from, combining with the characteristics of the pagoda pharmaceutical industry park itself, Through the analysis of the construction environment in the initial period, and then the study of the initial construction and cooperation plan, through investment cooperation, investment cooperation, operation cooperation and other business models, we will seek innovative breakthroughs in Guangxi's biomedical industry. In order to explore the development mode of Guangxi's biomedical industry, this paper makes a preliminary estimate of the investment and risk of the initial construction and cooperation of the industrial park, puts forward the corresponding safeguard measures, and makes a preliminary evaluation of the economic benefits and social effects that can be obtained.
