京津冀协同发展战略背景下滨海新区产业结构优化研究

【摘要】：我国“十三五”发展规划提出京津冀协同发展,打造世界级现代化城市群的国家战略。同时。自由贸易试验区、北方经济中心、国家重点支持开发开放的国家级新区建设的实施,对天津滨海新区既是千·载难逢的历史机遇,也是产业结构调整和提升的严峻挑战。经过多年的发展,滨海新区现代产业体系初步形成,大飞机、大火箭、大炼油、大机车为代表的高端新兴产业呈现增长态势。然而,在京津冀产业对接过程中,滨海新区需要落实国家对天津市的功能定位及主导产业选择,因此新区产业结构的调整和优化问题尤为重要,有必要对新区现有产业结构进行深入研究,借鉴国内外成功经验,寻求可行性对策,以实现经济与社会、自然、人的和谐发展为目标,促进滨海新区新的腾飞。本文主要探讨了京津冀协同发展战略指导下,滨海新区产业结构的现状、问题和优化的路径与对策。文章首先介绍了国家“十三五”规划对京津冀协同发展的要求,研究背景及滨海新区产业结构调整的必要性,产业结构优化的国内外研究综述及相关理论。通过分析滨海新区产业结构发展现状、现阶段存在的问题和新常态下产业结构呈现的新特点,论述了滨海新区产业结构调整的迫切性。京津冀产业对接是京津冀协同发展的关键环节和重要领域,在此基础上,本文通过国外产业对接的成功经验,利用2012年京津冀地区投入产出数据,对京津冀产业结构进行比较,分析产业对接的现实基础,并通过产业关联系数及产业自给率等指标,对三城市主导产业及产业对接方向进行研究。然后结合天津市的区位优势、资源现状和产业分布,提出了滨海新区的产业结构调整的战略重点。最后,该文依据滨海新区产业的历史现状和资源特色,对每个主导产业的现状问题和发展对策进行了分析。论述了滨海新区在制定产业结构调整政策时,应该处理好的重要环节,并有针对性地提出了产业结构调整的一系列可供决策参考的政策性建议。

After years of development, Binhai New Area of modern industrial system initially formed, large aircraft, rocket, refinery, locomotives as the representative of the high-end and emerging industries showing growth. However, in Tianjin Industrial docking process, Binhai New Area need to implement national function orientation and the choice of leading industry in Tianjin the city, so the adjustment and optimization of industrial structure in the area is particularly important, it is necessary to further study the existing industrial structure area, learn from the successful experience abroad, seeking Seek the feasible countermeasure, in order to achieve economic and social, natural, harmonious development as the goal, to promote the new development of Binhai New Area. This paper mainly discusses the Beijing Tianjin Hebei coordinated development strategy under the guidance of the present situation of the industrial structure of Binhai New Area, path and Countermeasures of problems and optimization. This paper first describes the state of "13th Five-Year" of planning and coordination the requirements of the development of Beijing Tianjin Hebei, the necessity of the research background and the Binhai New Area of industrial structure adjustment, optimization of industrial structure of domestic and foreign research and the related theory. Through the analysis of current situation of Binhai Industrial structure development, presents new features of industrial structure exist in the present stage and under the new norm, discusses the urgency of Binhai Industrial structure adjusted. Beijing Tianjin Hebei docking is important areas and key links of Beijing Tianjin Hebei coordinated development, based on the successful experience of the foreign industry docking, the use of The input and output data of 2012 in Beijing Tianjin Hebei region, compared to the industrial structure of Beijing Tianjin Hebei, the analysis of the real basic industrial docking, and through industrial correlation coefficient and industrial self-sufficiency rate and other indicators, conducts research on the leading industry and the industrial docking direction of three city. Then combined with the Tianjin city location, resources and industrial distribution, and put forward the strategy focus on the adjustment of industrial structure of Binhai New Area. Finally, according to the historical situation and characteristics of resource industry in Binhai New Area, each of the leading current problems and development countermeasures are analyzed. The Binhai New Area in the development of industrial structure adjustment policy, should be an important part of the deal, and puts forward the the adjustment of industrial structure of a series of reference for decision-making policy recommendations.
