浏阳河沿岸绿化苗木产业的发展现状和提升策略研究

【摘要】：随着社会经济的快速健康发展和城镇化建设的不断加快,国家提出“绿色发展、循环发展、低碳发展”和“美丽中国”的口号,城市园林绿化掀起新高潮,城市生态建设和园林绿化需要遵循更高的标准和要求,绿化苗木是其重要组成部分。长沙市政府在2003年公布了《湖南浏阳河花木产业带发展规划》,该规划是湖南省首个发展绿化苗木产业的新蓝图,它的提出和实施,为浏阳河沿岸绿化苗木产业的发展提供了百年一遇的发展机遇,同时也迎来了新的挑战。本文基于浏阳河花木产业带规划区域内的9个乡镇和典型企业进行调查分析,旨在通过调查发现和分析问题,提出促进该区域内绿化苗木产业发展的长远策略。本文是在大量文献研究、资料收集、问卷调查、现状调查分析和典型案例分析的基础上形成的,其研究成果如下：1、国内外绿化苗木产业现状和趋势研究。由于国外在发展绿化苗木方面经验成熟,本文主要从生产技术和管理、市场流通与经营模式、科研技术和政府政策等方面进行借鉴和总结,并且总结出国内现存的主要不足是：产销矛盾加剧；生产环境复杂,市场集中度较低；苗木生产专业化和多样化问题突出；缺乏统一价格和质量标准；网络信息体系不健全,销售渠道单一；科研与生产应用脱节等等。另外,针对目前国内诸多专家学者对当前绿化苗木产业的研究,笔者从全国性和区域代表性两个方面进行了总结。2、以浙江萧山区作为全国绿化苗木产业的优秀案例进行研究分析。通过实地走访和资料查阅,调查了萧山区现阶段的发展现状,从规模化生产、现代化经营、多样化种植和标准化要求等方面总结了其绿化苗木产业的发展特点,并根据其发展趋势从四个方面进行了经验借鉴。3、浏阳河沿岸绿化苗木产业的基础概况研究。通过实地走访,对浏阳河流域的相关政府部门进行资料查阅和访谈,从自然条件、地理区位、规模品种优势和区域分布情况等方面分析该区域的基础发展概况,并通过询问年长的苗农,收集该区域绿化苗木的发展历史,总结浏阳河流域的绿化苗木发展历程。4、对区域内典型代表进行抽样和实地调查研究。以两种方式相结合,对全国苗木生产示范性基地代表一柏加镇、大中型苗木种植企业代表一长沙跳马园林绿化有限公司进行实地访谈,从自然条件、社会经济条件和政府政策等方面对其基础条件进行分析,并对其存在问题进行总结,了解该区域的生产和问题概况。另外,通过随机抽取该区域内100家苗木种植户进行问卷调查并统计分析,为该区域的现状问题分析提供现实依据。5、基于调查内容,对浏阳河沿岸的绿化苗木产业进行现状问题分析研究。从绿化苗木的生产、销售、政府政策服务、科研状况、网络信息、服务等6个方面对该区域现状进行全面分析。6、基于绿化苗木产业基础条件和国内外先进经验,针对问题分析,对该区域内6个方面的问题提出相应的提升策略,为区域内该产业发展提供相应的理论依据和相关现实依据。本文研究旨在于提高政府部门和从事苗木种植的人群对浏阳河沿岸绿化苗木产业问题的重视,为今后该区域发展绿化苗木产业发展提供一定的理论支撑和依据,进一步推动浏阳河花木产业带的转型升级。
