中国养老产业发展走势总体判断及政策导向

【摘要】：本文基于三维养老产业生态链解析模型,将近年来中国养老产业发展的总体格局大致归纳为三个基点:一是传统转型基点,即计划经济体制下行政主导养老事业,依托家居社区养老服务市场化转型外延新发展。二是主流增长基点,即基于地产、医疗、保险和旅游等资源优势,切入银发市场锁定目标客户主导养老产业发展总格局。三是前沿引领基点。即借鉴导入国际先进理念及经验引领前沿养老发展大方向。笔者认为,大刀阔斧地推进市场化改革,依托全社会力量特别是民间资本大力度拓展市场多元化投资渠道,不断提高社会化、多元化机构养老市场化及专业化服务水平。以形成良性的养老产业发展机制及市场运营模式,是解决"何以养老"问题的根本出路及必然选择。
[Abstract]:Based on the three dimensional model of ecological chain analysis of pension industry, this paper summarizes the general pattern of the development of Chinese pension industry in recent years into three basic points: first, the traditional transformation base point, that is, the administrative leading pension industry under the planned economy system.Rely on residential community pension services market-oriented transformation extension of new development.Second, the mainstream growth base point, that is, based on real estate, health care, insurance and tourism and other resource advantages, cut into the silver hair market to lock in the target customer dominated pension industry development pattern.Third, the frontier leads the basis point.That is to learn from the introduction of international advanced ideas and experience to guide the development of the forefront of the general direction of old-age.The author believes that the market-oriented reform should be promoted in a drastic way, relying on all social forces, especially private capital, to expand the diversified investment channels of the market, and to continuously improve the socialization, marketization and specialized service level of diversified institutions for the aged.In order to form a benign development mechanism and market operation mode, it is the basic way and inevitable choice to solve the problem of "how to provide for the aged".
