京津冀生态产业链共生耦合机制构建研究

【摘要】：通过研究三地产业发展的共生耦合机理,构建共生耦合主体利益相关者关系模型,找出上下游企业、科技服务机构、当地监管部门之间需着重关注的六类共生耦合关系。通过对共生耦合主体的两两静态博弈以及三者动态博弈分析,深入挖掘各主体加入生态产业链需具备的微观成本收益、宏观奖惩政策等条件。提出京津冀跨区域横向生态产业链共生耦合机制的构建方法和原则,指出将奖励政策向科研服务机构倾斜,通过长效科研扶持政策引导企业加入生态产业链条,建立以市场为导向的长效激励机制;打破行政壁垒,实现监管一体化,完善以克服区域壁垒为目标的一体化发展机制;通过信息共享促进资源技术的共享,打造以信息平台为基础的共享机制。提出了政策建议,指出京津冀一体化政策要在科研、金融等方面提供强有力支持,所在地监管部门要在奖惩、监管方面提供强有力保障。
[Abstract]:By studying the symbiotic coupling mechanism of the three real estate industries, this paper constructs the stakeholder relationship model of the symbiotic coupling subject, and finds out the six types of symbiotic coupling relationships between the upstream and downstream enterprises, the scientific and technological service institutions and the local regulatory authorities.Through the static game of symbiotic coupling agent and the dynamic game analysis of the three, this paper deeply excavates the microcosmic cost benefit, macro reward and punishment policy and so on, which each subject needs to join the ecological industry chain.This paper puts forward the construction method and principle of the symbiotic coupling mechanism of horizontal ecological industrial chain between Beijing, Tianjin and Hebei, and points out that the incentive policy should be inclined to the scientific research service institutions, and the enterprises will be guided to join the ecological industry chain through the long-term scientific research support policy.Establish a market-oriented long-term incentive mechanism; break down administrative barriers, achieve regulatory integration, improve the integrated development mechanism aimed at overcoming regional barriers; promote the sharing of resources and technology through information sharing.Create a sharing mechanism based on information platform.It points out that the integration policy of Beijing, Tianjin and Hebei should provide strong support in scientific research, finance and so on, and the local regulatory department should provide strong guarantee in terms of reward and punishment and supervision.
