泉州市工艺美术产业政策优化研究

【摘要】：工艺美术产业作为我国文化大发展战略的一部分,越来越受到国家的重视。泉州是我国重要的工艺制品生产基地,改革开放三十多年来,工艺美术产业得到了很大的发展,并形成了具有区域特色的工艺美术产业集群,拥有雄厚的产业基础和较为完整的产业链。随着全国范围内工艺制品产能过剩,行业间竞争日益激烈,加之原材料和用工成本增加等生产因素影响,泉州工艺美术产业面临着严峻的挑战。目前,泉州工艺美术产业处于转型升级的重要时期,泉州政府如何结合自身实际,充分发挥地方政府的作用,制定相关的有效产业政策,实现泉州工艺美术产业升级,保持泉州工艺美术产业在全省乃至全国的比较优势和持续竞争力,成为当前最为紧迫的任务。本文首先从工艺美术产业内涵、特征、发展规律等方面阐述了工艺美术产业的特殊性,结合泉州市工艺美术产业现状及发展中存在的问题和发展趋势,梳理了泉州市工艺美术产业政策制定的历程,提出泉州市工艺美术产业政策需求应当找准政府定位,把握产业发展规律,推动产业要素的有机融合,营造良好市场环境。之后,本文主要从产业规划政策、扶持政策、人才培养政策和产业升级政策四个方面对泉州市工艺美术产业现有政策供给情况进行了分析评价,发现由于政府受到政策观念滞后、决策体制缺陷、政策过于原则缺乏可操作性等因素的影响,政策制定中存在产业扶持政策对工美产业的扶持力度偏弱、产业政策针对性不强、配套政策较少、拓展投融资渠道的政策有待改善等问题,最后提出相应的政策优化建议。
[Abstract]:As a part of our cultural development strategy, arts and crafts industry is paid more and more attention by the country. Quanzhou is an important production base of handicraft products in our country. Over the past 30 years of reform and opening up, the arts and crafts industry has been greatly developed, and the industrial cluster of arts and crafts with regional characteristics has been formed. Has a strong industrial base and more complete industrial chain. With the overcapacity of craftsmanship products in the whole country, the increasingly fierce competition among industries, and the influence of production factors such as the increase of raw materials and labor costs, Quanzhou's arts and crafts industry is facing severe challenges. At present, Quanzhou arts and crafts industry is in an important period of transformation and upgrading. How to combine the actual situation of Quanzhou government, give full play to the role of local government, formulate relevant effective industrial policies, and realize the upgrading of Quanzhou arts and crafts industry. It is the most urgent task to maintain the comparative advantage and sustainable competitiveness of Quanzhou arts and crafts industry in the whole province and even the whole country. Firstly, this paper expounds the particularity of arts and crafts industry from the aspects of connotation, characteristics and development law of arts and crafts industry, combined with the present situation and problems and development trend of Quanzhou arts and crafts industry. This paper combs the course of making industrial policy of industrial arts and crafts in Quanzhou, and puts forward that the policy needs of industrial arts and crafts industry in Quanzhou should find out the position of government correctly, grasp the law of industrial development, promote the organic integration of industrial elements, and create a good market environment. After that, this paper analyzes and evaluates the present policy supply of the arts and crafts industry in Quanzhou from four aspects: industrial planning policy, support policy, talent training policy and industrial upgrading policy. It is found that the government is affected by such factors as the lag of the policy concept, the defect of the decision-making system, the lack of maneuverability of the policy principle, the weak degree of industrial support policy to the industry, and the weak pertinence of the industrial policy. There are few supporting policies, and the policies of expanding investment and financing channels need to be improved. Finally, the corresponding policy optimization suggestions are put forward.
