生态位视角下行业类生态工业园区产业链优化研究

【摘要】：我国生态工业园区的建设工作已经践行14年有余,隶属于行业类园区的贵港生态工业(制糖)示范园区是我国批准建设的第一个国家级生态工业示范园区,其工作的开展标志着工业发展逐渐向生态化与园区化过渡。遗憾的是14年后的今天,真正通过国家验收批准命名的行业类园区寥寥无几。在剥离行业类园区本身构建工作复杂和难度大导致建设进度缓慢等因素的前提下,通过深入调查了解我国现有的行业类园区发展状况,发现园区管理普遍重视起初的产业链构建,忽视后续的产业链优化,从而导致园区发展心有余而力不足,其条件和指标很难通过《行业类生态工业园区标准》。由于行业类园区企业性质特殊,其健康发展有助于消除环境隐患、降低环境风险、保障群众健康、维护社会稳定。因此,本文的研究对于促进循环经济发展,推动园区工作开展,保障人类生存安全具有较为现实的价值。本文首先对企业生态位及产业链概念及内涵进行了界定,并深入分析了产业链及企业优化相关的理论基础,为下文的研究做理论铺垫;然后在对生态工业园区及行业类生态工业园区发展现状进行阐述的基础上,重点指出行业类园区中的产业链发展问题,进而选用生态位理论作为优化工具对其优化,从生态位强化、生态位调整、生态位补充以及生态位协同进化四个方面对园区产业链进行优化;接着对包头钢铁生态工业园进行案例研究,指出产业链中现有的问题并进行优化。
[Abstract]:The construction of eco-industrial park in China has been practiced for more than 14 years. The Guigang eco-industrial (sugar) demonstration park, which belongs to the industrial park, is the first state-level eco-industrial demonstration park approved by our country. The development of its work marks the gradual transition of industrial development to ecological and park development. Unfortunately, 14 years later, only a few industry parks have been named through national acceptance approval. On the premise that the construction of the industry park itself is complicated and difficult, and the construction progress is slow, and so on, through the in-depth investigation to understand the development situation of the existing industry park in our country, It is found that park management generally pays attention to the initial industrial chain construction and neglects the subsequent industrial chain optimization, which leads to the lack of strength in the development of the park, and its conditions and indicators are difficult to pass the Industrial Eco-Industrial Park Standard. Because of the special nature of the industrial park, its healthy development will help to eliminate the hidden dangers of the environment, reduce the environmental risks, ensure the health of the masses and maintain social stability. Therefore, the research in this paper is of practical value for promoting the development of circular economy, promoting the work of the park and ensuring the safety of human existence. In this paper, the concept and connotation of enterprise niche and industrial chain are defined, and the theoretical basis of industrial chain and enterprise optimization is deeply analyzed, which will pave the way for the following research. Then, on the basis of expounding the current situation of eco-industrial park and industry eco-industrial park, this paper mainly points out the problem of industrial chain development in industry park, and then selects niche theory as the optimization tool to optimize it. The industrial chain of the park is optimized from four aspects: niche enhancement, niche adjustment, niche supplement and niche co-evolution. Then, the case study of Baotou Iron and Steel Eco-Industrial Park is carried out. The existing problems in the industrial chain are pointed out and optimized.
