进化博弈视角下的产业承接地工业园区产城融合路径选择研究

【摘要】：产业转移和工业园区建设是产城融合背景下我国中西部地区经济发展的"双引擎"。但产业承接地工业园区"先产业、后城市"的成长路径却使其发展沦为"单驱动"。本文构建的进化博弈模型及其优化表明,只有将短期利益导向转变为长期利益导向,方使"政企协作同步推进产城融合"的路径成为可能。园区主体应采取统筹政府长短期收益、支持企业服务创收、渐进发展城市功能和拓宽政企合作领域等措施,引导双方适时进行园区城市功能建设,走上"政企协作同步推进产城融合"之路径。
[Abstract]:Industrial transfer and industrial park construction are "double engines" in the economic development of the central and western regions of China under the background of production city integration. However, the growth path of "the first industry, the post city" in the Industrial Park Industrial Park has reduced its development to "single drive". The evolutionary game model and its optimization in this paper show that only the short-term interest orientation is transformed into a long term. The interests orientation makes it possible to make "the cooperation of government and enterprise to promote the integration of the production city synchronously". The main body of the park should take the measures of coordinating the long-term income of the government, supporting the income generating of the enterprises, developing the function of the city gradually and expanding the cooperation field of government and enterprise, and guide the two sides to carry out the urban function construction in the garden area at the right time, and step on the cooperation of government and enterprise to promote the production synchronously. The city merges "the path."
