红河州县域经济产业协同发展研究

【摘要】:县域经济是我国国民经济中的综合性和区域性单元,是统筹城乡二元发展的关键环节。在中国,县域经济是特有的区域经济,其经济发展在很大程度上受制于行政区域,它是以县城为中心、乡镇为纽带、广大农村为腹地的经济体。发展县域经济是破解“三农”问题、缓解城乡二元结构的有效途径,是促进工业化带动城镇化发展的突破口,是统筹城乡发展的必然选择,是实现区域协调发展的必由之路。因此,如何促进县域经济内部产业协同,实现县域经济健康快速发展,已经成为经济学界高度重视的课题之一。红河州作为建设中国面向东南亚南亚辐射中心的重要桥头堡,推动县域经济发展是全州经济协调发展的主要动力,是全面推进小康社会建设的助推剂,更是促进边疆稳定和民族和谐的基石。本文基于对红河州县域经济的调研,研究了红河州县域内部产业协同的状况,产业协同程度对县域经济发展的影响,以期能够促进红河州县域经济的健康跨越发展。从历史沿革上看,红河州的县域经济发展大致经历了缓慢发展、大体持平、赶超和较缓发展四个阶段,在经济发展过程中,其内部的产业结构也在发生着变化,改革开放之初,红河州三次产业结构为“二、一、三”格局,伴随着第一产业比重下降,第二、三产业比重迅速攀升,产业结构现状调整为“二、三、一”格局。从微观层面上看,红河州各县的资源禀赋和区位优势有所不同,县域经济的主导优势产业也各有不同,开远、个旧等县域经济主要以工业为主,元阳、河口等县域经济主要以旅游业为主。本文通过灰色关联度法对红河州的产业协同做出分析,结果显示,红河州第二产业与整个经济发展的密切程度远高于第三、第一产业,这与红河州产业结构长期固化“二、三、一”型产业结构高度吻合。近几年,红河州第一、三产业与第二产业的差距拉大,产业间的协同度进一步降低,第二产业比重太高,结构不尽合理,第一、三产业增长动力不足。针对上述情况,本文提出了以下对策措施建议:一是提升招商引资水平,增强产业协同动力;二是加快以供给侧结构性改革为重点的结构改革,加快产业协同步伐;三是健全产业发展机制,强化产业协同发展;四是提升产业投资比重,优化产业协同水平;五是培育县域主导产业,提高产业协同效率。
[Abstract]:County economy is a comprehensive and regional unit in China's national economy and a key link in coordinating the dual development of urban and rural areas. In China, county economy is a unique regional economy, its economic development is largely restricted by the administrative region, it is the county as the center, towns as the link, the vast rural areas as the hinterland economy. The development of county economy is an effective way to solve the problem of "agriculture, countryside and farmers", to alleviate the dual structure of urban and rural areas, to promote industrialization to promote the development of urbanization, is an inevitable choice to coordinate the development of urban and rural areas, and is the only way to realize the coordinated development of regions. Therefore, how to promote the coordination of the internal industry of the county economy and realize the healthy and rapid development of the county economy has become one of the highly valued topics in the field of economics. As an important bridgehead for the construction of China's radiation center facing Southeast Asia, Honghe Prefecture is the main driving force for the coordinated development of the whole state's economy and a booster for the building of a well-off society in an all-round way. It is also the cornerstone of promoting border stability and national harmony. Based on the investigation of the county economy in Honghe Prefecture, this paper studies the status of industrial coordination within the county area of Honghe Prefecture and the influence of the degree of industrial synergy on the development of county economy, in order to promote the healthy development of county economy in Honghe Prefecture. From the historical evolution, the county economy of Honghe Prefecture has experienced four stages of slow development, roughly flat development, catching up with and slow development. In the process of economic development, the internal industrial structure is also changing. At the beginning of reform and opening up, The three industrial structure of Honghe Prefecture is "two, one, three" pattern, with the proportion of primary industry decreasing, the proportion of the second and third industries rising rapidly, and the present situation of industrial structure being adjusted to "two, three, one" pattern. At the micro level, the resources endowment and location advantages of the counties in Honghe Prefecture are different, and the dominant industries of the county economy are different. Kaiyuan, Gejiu and other county economies mainly focus on industry, Yuanyang. Estuaries and other county economies mainly to tourism. This paper analyzes the industrial coordination of Honghe state by grey correlation degree method. The results show that the second industry of Honghe prefecture is much closer to the whole economic development than the third, the primary industry, which is closely related to the long-term solidification of the industrial structure of Honghe prefecture. The industrial structure of "one" is highly consistent. In recent years, the gap between the first and third industries and the secondary industries in Honghe Prefecture has widened, the degree of synergy among industries has further decreased, the proportion of the secondary industries is too high, the structure is unreasonable, and the growth power of the first and third industries is insufficient. In view of the above situation, this paper puts forward the following countermeasures and suggestions: first, to enhance the level of attracting investment, to strengthen the cooperative power of industry; second, to speed up the structural reform with emphasis on supply-side structural reform, and to accelerate the pace of industrial coordination; Third, improve the mechanism of industrial development, strengthen the coordinated development of industry; fourth, enhance the proportion of industrial investment, optimize the level of industrial coordination; fifth, cultivate the county leading industries, improve the efficiency of industrial coordination.
