乌兰察布市马铃薯产业发展政策研究

【摘要】：马铃薯作为一种重要的粮食作物,在被列入主粮之后,受到了多方的关注和研究。越来越多的人认识到,马铃薯对于国家粮食安全,农业产业结构调整及农民增收的重要作用。乌兰察布市作为内蒙古马铃薯主产区,其与内蒙古乃至全国马铃薯产区产业发展有相似之处,但也具有本地区突出的代表性。因此,本文以乌兰察布市马铃薯产业发展为研究对象,从马铃薯生产、加工、仓储、市场销售等环节的发展现状进行定量描述,运用对比分析、文献分析及相关基础经济学理论对各环节的波动趋势进行研究。在研究过程中发现,乌兰察布市马铃薯产业经过近些年的发展,相对于内蒙古其他盟市,各环节的发展现状处于领先地位。但是相对于全国乃至世界水平来说,差距还是很大,需要继续完善提高。产业短板主要表现在农户和企业两个方面,并且农户存在的问题是产业发展初级阶段的问题,例如：成本投入不足、投入结构不科学、产出效益低等,存在问题多,解决潜力大；企业的问题主要表现在科研技术水平低、产品深加工延伸不足等方面。除此之外还受到市场价格波动、政府相关调控滞后等多方面的影响。基于上述研究结果,结合当前产业政策相关理论针对当前乌兰察布市马铃薯产业存在的问题,提出以政府、龙头企业、小微企业及农户为主体问题解决方案,特别强调要通过加强各主体间的有效衔接,进而实现弱势主体能够分享到产业发展成果。
[Abstract]:Potato, as an important food crop, has been paid more attention and research after it was included in the main grain. More and more people realize that potato plays an important role in national food security, adjustment of agricultural industrial structure and increase of farmers' income. As the main potato producing area of Inner Mongolia, Wulanchabu has some similarities with the development of potato industry in Inner Mongolia and even the whole country, but it also has the outstanding representative in this area. Therefore, this paper takes the development of potato industry in Wulanchabu as the research object, from the potato production, processing, warehousing, marketing and other aspects of the development of quantitative description, using comparative analysis, Literature analysis and related basic economic theories are used to study the fluctuation trend of each link. In the course of the research, it is found that the potato industry in Wulanchabu is in a leading position compared with other cities in Inner Mongolia through the development of potato industry in recent years. But relative to the national and even the world level, the gap is still very big, need to continue to improve. The industrial short board is mainly manifested in two aspects: farmers and enterprises, and the problems of farmers are the problems in the primary stage of industrial development, such as insufficient cost input, unscientific input structure, low output benefit and so on, and there are many problems, such as: insufficient cost input, unscientific input structure, low output benefit and so on. The problems of enterprises are mainly reflected in the low level of scientific research and technology, the insufficient extension of product deep processing and so on. In addition, it is also affected by market price fluctuation and the lag of government regulation and control. Based on the above research results, combined with the relevant theories of current industrial policy to solve the problems existing in the potato industry in Wulanchabu, the paper puts forward a solution to the main problem of the government, leading enterprises, small and micro enterprises and farmers. Special emphasis should be placed on strengthening the effective connection between the main bodies and realizing that the vulnerable subjects can share the fruits of industrial development.
