产业聚集与环境污染的相互关系——基于联立方程模型的实证研究

【摘要】：利用2003—2013年中国省级面板数据,通过联立方程模型,研究了产业聚集与环境污染之间的相互影响。结果显示:产业聚集和环境污染之间存在相互影响关系。产业聚集对环境污染的影响为负,说明产业聚集的正外部性大于负外部性,表明产业聚集有利于改善环境污染;而环境污染对产业聚集的影响为正,说明区域环境污染促进了产业聚集。文章的政策含义在于:建立聚集区污染物集中治理机制,建设生态产业聚集区,发挥聚集区知识和技术溢出效应,完善聚集区环境保护和监管措施,对于发挥聚集区环境效应的正外部性,改善聚集区环境具有积极的意义。
[Abstract]:Based on the provincial panel data of China from 2003 to 2013, the interaction between industrial agglomeration and environmental pollution was studied by simultaneous equation model. The results show that there is an interaction between industrial agglomeration and environmental pollution. The effect of industrial agglomeration on environmental pollution is negative, indicating that the positive externality of industrial agglomeration is greater than that of negative externality, which indicates that industrial agglomeration is conducive to improving environmental pollution, while the impact of environmental pollution on industrial aggregation is positive. It shows that regional environmental pollution promotes industrial agglomeration. The policy implication of this paper is to establish a centralized management mechanism of pollutants in the accumulation area, to build an ecological industrial gathering area, to give play to the spillover effect of knowledge and technology in the gathering area, and to perfect the environmental protection and supervision measures in the gathering area. It has positive significance for exerting the positive externality of the environmental effect of the accumulation area and improving the environment of the accumulation area.
