基于要素协同作用的产业技术创新战略联盟构建研究

【摘要】：随着全球经济一体化进程不断加快以及技术革命的日新月异,依靠增加劳动力和资源获得经济增长的传统生产方式已日见其拙,科技创新成为国家经济发展的唯一选择。然而,单个企业无力承担日趋昂贵的创新费用和难以预测的研发风险,迫切需要寻求优势互补、成本和风险共担的技术创新合作伙伴。因此,产业技术创新战略联盟应运而生。产业技术创新战略联盟是产学研合作组织的一种新模式,由相关企业、大学院校、科研机构等组成的核心团队,以满足产业的发展需求和成员共同利益为基础,以提升产业技术创新能力为目标,以具有法律约束力的契约为保障,形成的联合开发、优势互补、利益共享、风险共担的技术创新合作组织。在市场经济条件下,构建产业技术创新战略联盟是促进产业技术创新、推动国家创新体系建设、增强国际竞争力的必然要求。本文从要素协同作用的角度来研究产业技术创新战略联盟的构建,综合运用系统论、协同学理论对产业技术创新联盟这一复杂开放大系统的要素进行详细分析,总结联盟构建的理论和实践基础,阐述了产业技术创新联盟的主体要素协同稳定机制、联盟客体要素协同管理机制及联盟外部协同保障机制的构建内容,并借鉴发达国家产业技术创新战略联盟的发展经验,对我国产业技术创新战略联盟的进一步发展提出建议,以期为我国的产业技术创新战略联盟高效协同发展提供理论指导。
[Abstract]:With the acceleration of the process of global economic integration and the rapid change of technological revolution, the traditional mode of production, which relies on increasing labor force and resources to obtain economic growth, has become the only choice for national economic development. However, individual enterprises can not afford the increasingly expensive innovation costs and unpredictable R & D risks, so it is urgent to seek technological innovation partners that complement each other and share the costs and risks. Therefore, the strategic alliance of industrial technological innovation came into being. The strategic alliance of industrial technological innovation is a new model of industry-university-research cooperation organization. It is a core team composed of related enterprises, universities, scientific research institutions, etc., which is based on meeting the development needs of the industry and the common interests of its members. With the aim of promoting the ability of industrial technological innovation and the guarantee of legally binding contract, a cooperative organization of technological innovation with complementary advantages, shared benefits and shared risks has been formed. Under the condition of market economy, it is necessary to construct strategic alliance of industrial technological innovation to promote industrial technological innovation, to promote the construction of national innovation system and to enhance international competitiveness. This paper studies the construction of strategic alliance of industrial technological innovation from the angle of factor synergy, and makes a detailed analysis of the elements of industrial technological innovation alliance, which is a complex and open large system, using system theory and synergetic theory. This paper summarizes the theoretical and practical basis of the alliance construction, and expounds the contents of the cooperative stabilization mechanism of the main elements of the industrial technological innovation alliance, the cooperative management mechanism of the alliance object elements and the external cooperative guarantee mechanism of the alliance. Based on the development experience of the industrial technological innovation strategic alliance in developed countries, suggestions are put forward for the further development of the industrial technological innovation strategic alliance in China, in order to provide theoretical guidance for the efficient and cooperative development of the industrial technological innovation strategic alliance in China.
