衡阳承接产业转移人才特区建设研究

【摘要】：当今时代经济全球化深入发展,国际产业转移浪潮对各国各地区的经济发展产生了深刻影响。经济社会发展的第一资源就是人才资源,承接产业转移工作中必须有人才资源作为保障,这与我国的“人才强国战略”是一致的。2011年10月国家发改委《关于设立湖南省湘南承接产业转移示范区的批复》同意湘南地区承接产业转移示范区建设。衡阳市作为湘南地区的中心城市,其经济发展迎来了前所未有的机遇。衡阳市目前紧缺高端创新人才、技能型实用人才等,衡阳经济要进一步发展,必须解决人才瓶颈问题。本文参照我国中长期人才发展规划,根据衡阳市承接产业转移工作和人才工作的现状,系统制定了衡阳市承接产业转移人才特区建设方案。从思想原则、人才规划、人才引进、人才培养、人才市场、人才发展环境六个角度提出了人才特区建设方案,同时给出了保障机制,从政策、组织、资金、文化层面来保障人才特区建设方案的顺利实施。本研究可以改善衡阳市人才现状,为衡阳的产业转移工作提供充足的人才资源,促进衡阳承接产业转移工作的深入推进,还可以为国内其他地区产业转移中的人才工作提供现实参考,本文具有一定的现实意义。同时,本文还可以为人才领域的研究提供理论借鉴。
[Abstract]:With the development of economic globalization, the tide of international industrial transfer has exerted a profound influence on the economic development of all countries and regions. The first resource for economic and social development is human resources. In undertaking industrial transfer work, there must be human resources as a guarantee. In October 2011, the National Development and Reform Commission (NDRC) approved the establishment of an industrial transfer demonstration zone in southern Hunan Province and agreed to undertake the construction of an industrial transfer demonstration zone in Hunan Province. Hengyang as a central city in southern Hunan, its economic development ushered in unprecedented opportunities. Hengyang is in short supply of high-end innovative talents and skilled and practical talents. In order to further develop Hengyang's economy, it is necessary to solve the problem of talent bottleneck. According to the medium and long term talent development plan of our country, according to the present situation of undertaking industry transfer and talent work in Hengyang city, this paper formulates the construction plan of Hengyang special zone for accepting industry transfer talents systematically. From the six angles of ideological principle, talent planning, talent introduction, talent training, talent market and talent development environment, this paper puts forward the construction plan of special zone of talents, and at the same time gives the guarantee mechanism, from policy, organization, fund, Cultural level to ensure the smooth implementation of the talent zone construction program. This study can improve the present situation of Hengyang talents, provide sufficient human resources for Hengyang's industrial transfer, and promote Hengyang's undertaking of industrial transfer. It can also provide practical reference for the talent work in industrial transfer in other regions of China, this paper has certain practical significance. At the same time, this paper can also provide theoretical reference for the research of talent field.
