中国高技术产业创新效率影响因素分析

【摘要】：目前我国正处于产业结构转型升级的重要时期,我国产业结构不合理的问题非常突出,因此迫切需要调整产业结构、淘汰落后的生产方式。由于高技术产业产业关联性强,带动系数大,因此大力发展高技术产业、以高技术产业带动其他产业的发展,是我国实现产业结构调整与升级,转变经济发展方式的重要途径。本文在梳理总结相关文献的基础上,结合技术创新理论、比较优势理论和竞争优势理论将高技术产业创新效率分为以下五类:内部创新因素、外部技术获取因素、产业组织因素、政策环境因素和对外开放因素,在此基础上结合我国高技术产业各行业发展现状以及各行业各自特点对我国高技术产业各行业创新效率进行了理论分析。最后建立面板数据模型对各行业创新效率影响因素进行了实证研究。本文的主要研究结论如下:我国高技术产业整体研发投入的创新效率较低,行业间差异明显,其中RD人员投入效率低是整体效率低的主要原因;行业发展阶段不同,行业各自特点不同,各行业创新效率的影响因素也不同,影响的程度也存在差异。研究结果的政策建议如下:努力提高我国高技术产业研发投入的创新效率,尤其是提升RD人员投入的创新效率;根据我国高技术产业各行业创新效率影响因素的不同,对各行业有针对性地加以引导和扶持,以促进我国高技术产业长期、均衡、可持续发展。具体措施如下:加大研发投入的力度;坚持自主研发和技术引进相结合;改善市场环境,促进企业良性竞争;建立良好的制度保障;发展产业园区,形成集聚优势;加大对外开放水平,深化产学研合作,深化协同创新,转变政府在发展高技术产业中的角色。
[Abstract]:At present, our country is in the important period of industrial structure transformation and upgrading. The problem of irrational industrial structure in our country is very prominent. Therefore, it is urgent to adjust the industrial structure and eliminate the backward mode of production. Because of the strong correlation and driving coefficient of high-tech industry, it is an important way to develop high-tech industry and promote other industries to adjust and upgrade the industrial structure and change the mode of economic development. On the basis of combing and summarizing relevant literature, combining the theory of technological innovation, the theory of comparative advantage and the theory of competitive advantage, this paper divides the innovation efficiency of high-tech industry into the following five categories: internal innovation factors, external technology acquisition factors. On the basis of the factors of industrial organization, policy environment and opening to the outside world, this paper makes a theoretical analysis of the innovation efficiency of China's high-tech industries in combination with the present situation of the development of various industries in high-tech industries and the respective characteristics of each industry. Finally, the panel data model is established to study the influencing factors of innovation efficiency. The main conclusions of this paper are as follows: the innovation efficiency of the whole R & D investment in the high-tech industry is low, and the difference between industries is obvious, among which the low R D investment efficiency is the main reason for the overall low efficiency. Different industries have different characteristics and different influencing factors and degree of innovation efficiency. The policy recommendations of the research are as follows: try to improve the innovation efficiency of R & D investment in high-tech industry, especially the innovation efficiency of R & D personnel; according to the different factors affecting the innovation efficiency of high-tech industries in China, In order to promote the long-term, balanced and sustainable development of our high-tech industry, we should guide and support the various industries. The specific measures are as follows: increase R & D investment; adhere to the combination of independent R & D and technology introduction; improve the market environment to promote healthy competition of enterprises; establish a good institutional guarantee; develop industrial parks to form agglomeration advantages; We should increase the level of opening to the outside world, deepen cooperation between industry, university and research, deepen collaborative innovation, and change the role of the government in the development of high-tech industries.
