新型城镇化产业支撑与成本分担协调机制研究

【摘要】：我国城镇化进程面临两个问题,一是产业支撑体系不尽完善,二是成本分担机制不够合理。本文根据不同划分标准描述产业支撑模式的多样化特征,提出三种不同的成本分担类型。从微观上看,产业支撑与成本分担的协调会带来帕累托改进。从宏观上看,如果政策能在产业支撑与成本分担之间合理分配,则可能实现价格稳定、收入增加、预算平衡的目标。因此,应因地制宜,科学决策,根据新型城镇不同途径构建产业支撑与成本分担的协调机制。
[Abstract]:There are two problems in the process of urbanization in China, one is that the supporting system of industry is not perfect, the other is the mechanism of cost sharing is not reasonable. In this paper, three different types of cost sharing are proposed to describe the diversification characteristics of industrial support model according to different division standards. From the micro point of view, the coordination between industry support and cost sharing brings Pareto improvement. From the macro point of view, if the policy can be reasonably distributed between industry support and cost sharing, it may achieve the goal of price stability, income increase and budget balance. Therefore, the coordination mechanism of industrial support and cost sharing should be constructed according to different ways of new towns and cities.
