新疆博州产业跨越发展战略探究

【摘要】：新疆博尔塔拉蒙古自治州(简称“博州”)位于中国新疆维吾尔自治区西北边缘,是我国向西开放的纽带,是丝绸之路经济带的关键节点,在新疆经济发展中占重要的地位,有“中国西部第一门户”之称。至2020年末,是博州实现跨越发展的重要战略机遇期,也是自治州调整产业结构、深化创新体制机制改革、提升自主创新能力的关键时期。本文通过SWOT分析,揭示博州经济产业发展的现状以及存在的问题,从而为博州实现产业跨越式发展提供参考。主要用SWOT方法分析了影响博州跨越式发展的因素、博州经济的整体状况、产业水平、资源、环境状况及承载力,通过对博州发展的比较优势、制约因素、州情州力的审视与定位,为博州产业跨越式发展提供现实依据。根据查阅相关资料文献,通过座谈会、专家咨询等方式,搜集一手资料,研究博州产业发展方向和模式,从而提出了围绕创新驱动,科技支撑博州产业跨越发展的战略目标和必须坚持的五项基本原则。接着分别从要素投入、产业结构、需求条件等方面讨论了产业发展的战略重点,以科技支撑产业升级,着力推进农业产业化、工业高端化、服务业突破性发展。最后,则从体制机制、技术创新、人才培养、投融资等体系建设上提出保障措施,以提高博州产业发展的效率,提升产业可持续发展能力、产业核心竞争力,确保博州产业进展顺利,推动博州产业跨越式发展。
[Abstract]:Located on the northwest edge of Xinjiang Uygur Autonomous region, Xinjiang Boltara Autonomous Prefecture (referred to as "Bozhou") is the link to the westward opening of our country, the key node of the Silk Road economic belt, and plays an important role in Xinjiang's economic development. There is "the first portal in western China" said. To the end of 2020, it is an important strategic opportunity period for Bozhou to realize leapfrogging development. It is also a key period for autonomous prefectures to adjust industrial structure, deepen the reform of innovation system and mechanism, and promote the ability of independent innovation. Through SWOT analysis, this paper reveals the present situation and existing problems of economic and industrial development in Bozhou, thus providing a reference for realizing industrial leapfrog development in Bozhou. This paper mainly uses SWOT method to analyze the factors that affect the leap-forward development of Bozhou, the overall situation of the economy, the industrial level, the resources, the environmental conditions and the carrying capacity of Bozhou. Through the comparative advantages of the development of Bozhou, the restrictive factors are analyzed. The examination and orientation of the state-state force provides a realistic basis for the leapfrog development of the Bozhou industry. On the basis of consulting relevant materials and literature, collecting first-hand information and studying the direction and mode of industrial development in Bozhou by means of seminars and expert consultation, the paper puts forward a proposal to focus on innovation-driven. Science and technology support the strategic goal of industrial leapfrogging development in Bozhou and the five basic principles that must be adhered to. Then it discusses the strategic focus of industrial development from the aspects of factor input, industrial structure, demand conditions and so on. It supports the upgrading of industry with science and technology, and promotes the industrialization of agriculture, the high-end industry and the breakthrough development of service industry. Finally, from the system construction of system mechanism, technological innovation, talent training, investment and financing, this paper puts forward some safeguard measures to improve the efficiency of industrial development in Bozhou, to enhance the ability of sustainable development of industry, and to enhance the core competitiveness of the industry. To ensure the smooth progress of the Bozhou industry, promote the leap-forward development of the Bozhou industry.
