中俄高科技产业合作项目存在问题及发展对策研究

【摘要】：俄罗斯拥有雄厚的科研实力和科技实力,中国拥有强大的科技成果转化能力和广阔的市场,中俄科技合作的互补性将给两国经济和社会共同发展带来广阔的前景。作为影响世界各国政治、经济战略地位的关键因素,高新技术产业的发展至关重要,具有非常明显的竞争力。中俄两国的发展正处于调整产业结构和深化经济改革的关键转型期,基础技术和关键技术均为两国实现产业升级面临的重大难题。从目前中俄两国的合作情况来看,无论是合作内容、合作形式,乃至是合作领域,均不能满足科技全球化的标准及要求。另外,中俄两国本身的科技水平也极具潜力,而不是仅仅局限于当前的合作水平。在当代世界格局划分中,中俄两国都为名副其实的世界大国,而两国共同发展的当务之急就是谋求高科技产业的发展,同时构建国家型科研创新体系。中俄双方进行高科技领域的合作非常有利于两国进一步加强战略合作伙伴的关系,也对世界各国发展各自高新技术产业具有现实的引导功能和指导意义。本文首先从中俄两国科技合作的发展现状入手,分析了中俄科技合作的机制和组织模式,并详细分析了中俄科技合作存在的制约因素。以黑龙江中俄科技合作及产业化中心组织的两个中俄科技合作项目“微弧氧化表面陶瓷化新技术的引进”和“煤低压直接液化技术”为例进行对俄科技合作的案例分析,指出了中俄高科技合作存在的问题。旨在积极推动中俄双方科技水平和综合国力的显著提升,并有效促进中俄科技合作良性发展。本文系统地对中俄科技合作提出合理化对策与建议,包括及时更新两国科技人员在中俄科技合作过程中的思维理念;逐步完善两国政府在中俄科技合作中起到的引导和激励作用;完善中俄科技合作的内外部环境建设,并进一步加强在中俄科技合作中高新技术产业人才的培养工作。
[Abstract]:Russia has strong scientific and technological strength and China has a strong ability to transform scientific and technological achievements and a broad market. The complementarity of scientific and technological cooperation between China and Russia will bring broad prospects for the common economic and social development of the two countries. As a key factor affecting the political and economic strategic position of various countries in the world, the development of high and new technology industry is very important and has very obvious competitiveness. The development of China and Russia is in the key transition period of adjusting industrial structure and deepening economic reform. Judging from the current situation of cooperation between China and Russia, the contents, forms and fields of cooperation cannot meet the standards and requirements of the globalization of science and technology. In addition, China and Russia have great potential for their own scientific and technological level, rather than limited to the current level of cooperation. In the division of the contemporary world pattern, both China and Russia are world powers worthy of the name, and the urgent task of the two countries' common development is to seek the development of high-tech industry and to build a national scientific research and innovation system at the same time. The cooperation between China and Russia in the field of high technology is very helpful for the two countries to further strengthen the relationship of strategic cooperation partners, and also has realistic guiding function and guiding significance for the development of their respective high-tech industries in the world. This paper begins with the current situation of the scientific and technological cooperation between China and Russia, analyzes the mechanism and organization mode of the scientific and technological cooperation between China and Russia, and analyzes in detail the restrictive factors of the scientific and technological cooperation between China and Russia. Taking the two Sino-Russian scientific and technological cooperation projects "introduction of new ceramic technology of micro-arc oxidation surface" and "coal low-pressure direct liquefaction technology" organized by the Center for Science and Technology Cooperation and industrialization in Heilongjiang Province as examples, the case study of scientific and technological cooperation between Russia and China is carried out. The problems of high-tech cooperation between China and Russia are pointed out. The aim is to promote the scientific and technological level and comprehensive national strength of China and Russia, and to promote the sound development of scientific and technological cooperation between China and Russia. This paper systematically puts forward some reasonable countermeasures and suggestions for the scientific and technological cooperation between China and Russia, including updating the thinking ideas of the scientific and technological personnel of the two countries in the process of scientific and technological cooperation between China and Russia. The governments of the two countries should gradually perfect the guiding and encouraging role of the two governments in the scientific and technological cooperation between China and Russia, perfect the internal and external environment for the scientific and technological cooperation between China and Russia, and further strengthen the training of talents in high-tech industries in the process of scientific and technological cooperation between China and Russia.
