黑龙江省电子信息产业竞争力研究

【摘要】:电子信息产业在“十二五”期间成为我国经济中最具活力和创新力的高新技术产业之一。随着互联网+、信息化和智能化的发展,电子信息产业在产业转型、日常生活中作用日益扩大。在《电子信息产业调整和振兴规划》政策背景下,黑龙江省作为东北老工业基地具备一定的发展基础,随着各省市采取相应措施推动电子信息产业的发展,黑龙江省也意识到电子信息产业在发展中的重要性,加快了电子信息产业发展的脚步。《中国制造2025》将使制造业在生产制造向柔性化和智能化转变,使得产品渗透到各个行业,应高度关注物联网、机器人、3D打印、虚拟现实、可穿戴设备等新兴产业,力争抓住新的产业机遇。在2016年,黑龙江省电子信息制造业将围绕动力锂离子电池、轨道电路、传感器、卫星激光通信、集成电路等重点产业,实现工业总产值和主营业务收入增幅达到10%以上。黑龙江软件产业要抓住振兴东北的契机,打造新老工业区和老工业基地的转型发展示范区。推动移动互联网、大数据、云计算等信息技术快速发展,使黑龙江省在2016年实现软件业务收入167亿元,同比增长10%以上的目标,促进软件产业发展再上新台阶。黑龙江省目前已经形成了“一个新城、一个基地、七个园区”的发展态势,对电子信息产业的重视程度不断加大。带动特色产业和优势产业以擢升电子信息制造业和软件业发展水平。为研究黑龙江电子信息产业的竞争力,主要是在分析其发展现状的基础上探讨其存在的问题,努力克服其制约因素,从而集中力量以提升黑龙江省电子信息产业竞争力。文章首先阐述产业竞争力、电子信息产业的概念和相关理论。再从历史沿革、制造业和软件业的发展现状,阐述黑龙江省电子信息产业的发展概况。其次,基于六因素论剖析电子信息产业的影响因素,在基础规模竞争力、市场销售竞争力、技术创新竞争力、生产成本竞争力方面选取16个指标,对黑龙江电子信息产业定量分析。第三,结合实证结果和产业现状,了解黑龙江省电子信息产业发展中存在产业总体规模小、人才外流严重、核心技术薄弱和产业结构不合理的问题。最后,通过对文章中的定量和定性双方面综合分析,根据黑龙江省电子信息产业在全国中所处的位置来定位其发展水平,进而找出制约其发展的瓶颈因素,有针对性的从企业发展、产业提升和政府扶持三方面提出对策,从而缩小其与沿海城市差距。在以2014年我国电子信息产业相关截面数据的基础上,采用因子分析对我国26个省市展开实证分析。根据评价中发现黑龙江省电子信息产业在我国居于中下水平,与发达地区依然存在较大差距。在各个因子方面具体表现在:黑龙江省在规模因子、创新因子和市场因子三个方面处于不利位置且前3个因子的累计贡献率高达80.928%,三个因子在26省市中分别位于21、21和25名,可见在规模和创新因子与综合竞争力水平相符,而市场因子在很大程度拉低黑龙江的产业竞争力。虽然在效益因子在26省市位居第2名,具有一定的发展优势,但是由于效益因子的贡献率只有8.598%,影响作用并不明显。因此,黑龙江省的电子信息产业的发展需求仍然十分迫切,需要采取相关措施加快黑龙江省电子信息产业的发展。
[Abstract]:The electronic information industry has become one of the most dynamic and innovative high-tech industries in the economy of China during the "12th Five-Year". With the development of the Internet +, information and intelligence, the electronic information industry plays an increasingly important role in the industrial transformation and daily life. Under the policy of "the adjustment and revitalization of the electronic information industry", the black dragon As an old industrial base in Northeast China, Jiang Province has a certain development base. With the corresponding measures taken by provinces and cities to promote the development of the electronic information industry, Heilongjiang also realizes the importance of the electronic information industry in the development of the electronic information industry and accelerates the development of the electronic information industry. "China made 2025>" will make manufacturing industry flexible in production and manufacturing. And intelligentized transformation, making the product infiltrate into various industries, should pay high attention to the new industries such as Internet of things, robot, 3D printing, virtual reality, wearable equipment and other new industries. In 2016, the electronic information manufacturing industry in Heilongjiang will revolve around power lithium battery, track circuit, sensor, satellite laser communication, integrated electricity. Heilongjiang software industry should seize the opportunity to revitalize the northeast and build a demonstration zone for the transformation and development of the old industrial zones and old industrial bases in Heilongjiang. The rapid development of the mobile Internet, large data, cloud computing and other information technology will make Heilongjiang province realize in 2016. The software business income is 16 billion 700 million yuan, the target of more than 10% increase over the same year, promote the development of the software industry to a new step. Heilongjiang has now formed the development trend of "a new town, a base, seven parks", increasing the importance of the electronic information industry. In order to study the competitiveness of the electronic and information industry in Heilongjiang, it is mainly to discuss the existing problems on the basis of the analysis of the current situation of the development of the electronic information industry, and to overcome its restrictive factors, so as to enhance the competitiveness of the electronic information industry in Heilongjiang province. From the historical evolution, the manufacturing industry and the development of software industry, this paper expounds the development of the electronic information industry in Heilongjiang province. Secondly, based on the six factor theory, it analyzes the influence factors of the electronic information industry, and selects the basic scale competitiveness, the market sales competitiveness, the technological innovation competitiveness and the production cost competitiveness. 16 indexes are taken to analyze the quantitative analysis of Heilongjiang electronic information industry. Third. Combining with the empirical results and industry status, the problem of small industry overall scale, serious brain drain, weak core technology and irrational industrial structure in the development of electronic information industry in Heilongjiang province. Finally, the quantitative and qualitative analysis in the article is made. According to the position of the electronic and information industry in Heilongjiang, the development level of the electronic information industry is located in the country, and then the bottleneck factors that restrict its development are found, and the countermeasures are put forward in three aspects: the enterprise development, the industrial promotion and the government support, so as to narrow the gap between the coastal cities and the coastal cities. In 2014, the electronic information industry in China On the basis of the cross section data, we use factor analysis to carry out an empirical analysis on 26 provinces and cities in China. According to the evaluation, it is found that the electronic information industry in Heilongjiang is in the middle and lower level in China and still has a big gap with the developed areas. In the aspects of various factors, the specific performance is: the scale factor, the innovation factor and the market factor three in Heilongjiang province. The cumulative contribution rate of the first 3 factors is up to 80.928%, and the three factors are located in 21,21 and 25 in the 26 provinces and cities. It shows that the scale and innovation factor are consistent with the comprehensive competitiveness level, while the market factor greatly reduces the industrial competitiveness of Heilongjiang. Although the benefit factor ranks in the second place in the 26 provinces and cities, It has a certain development advantage, but because the contribution rate of the benefit factor is only 8.598%, the effect is not obvious. Therefore, the development demand of the electronic information industry in Heilongjiang is still very urgent, and the relevant measures should be taken to speed up the development of the electronic information industry in Heilongjiang province.
