中国战略性新兴产业的国际竞争力研究

【摘要】：自2008年金融危机以来,中国、美国、欧盟、日本等世界主要国家和地区已经把战略性新兴产业作为经济发展的重大战略之一,新兴产业的国际间竞争也在逐渐加剧,各国都希望在产业结构调整过程中找到经济发展新的增长点。中国作为发展中国家,在与发达国家的国际竞争中是否具有竞争优势,根据现有的竞争力水平如何制定进一步的发展策略,成为必须要关注的问题。本文主要评价中国战略性新兴产业的国际竞争力水平,并在此基础上与美国、日本等世界主要发达国家进行综合比较。论文研究最大的难度是获得战略性新兴产业的贸易进出口数据,因而笔者挑选联合国C0MTRADE数据库中HS(2012版)的6分位产品名录逐一与《战略性新兴产业分类目录》(2012版)匹配、处理并归类,建立了战略性新兴产业贸易产品数据库。我们基于战略性新兴产业贸易产品数据库,提取了相关产业在联合国C0MTRADE数据库中的进出口贸易数据,并重点测算了中国战略性新兴产业的国际竞争力指数一—MS指数、TC指数、RCA指数和CA指数。研究发现在全球范围内,各项国际竞争力指数均表明中国的新一代信息技术产业和新能源产业具有很强的国际竞争力。同时个别指标也表明中国的节能环保产业、高端装备制造产业和新能源汽车产业具有一定程度的竞争优势。而新材料产业和生物制药产业目前仍处于比较劣势。在与主要发达国家的比较研究中发现,中国战略性新兴产业的发展与美国、日本、欧盟和韩国等发达国家之间还存在一定的差距,特别是节能环保产业和新材料产业还远远落后。本文的研究和以上结论可以为我国制定战略性新兴产业政策提供依据,帮助我国发展战略性新兴产业找准定位,也为战略性新兴产业相关微观企业发展提供参考。
[Abstract]:Since the 2008 financial crisis, China, the United States, the European Union, Japan and other major countries and regions in the world have taken strategic emerging industries as one of the major strategies for economic development, and the international competition of emerging industries has also been gradually intensified. All countries hope to find a new growth point of economic development in the process of industrial structure adjustment. Whether China, as a developing country, has the competitive advantage in the international competition with the developed countries, and how to formulate further development strategies according to the existing competitive level, has become a problem that must be paid attention to. This paper mainly evaluates the level of international competitiveness of China's strategic emerging industries and makes a comprehensive comparison with the major developed countries such as the United States and Japan. The biggest difficulty of this paper is to obtain import and export data of strategic emerging industries. Therefore, the author selects the 6 quartile product list of HS (2012 edition) in the C0MTRADE database of the United Nations to match with the classified catalogue of Strategic emerging Industries (2012 Edition) one by one, processes and classifies, and establishes the strategic emerging industry trade product database. Based on the trade products database of strategic emerging industries, we have extracted the import and export trade data of related industries in the C0MTRADE database of the United Nations, and we have calculated the international competitiveness index of China's strategic emerging industries-MS index, TC index. RCA index and CA index. It is found that in the world, every index of international competitiveness shows that China's new generation of information technology industry and new energy industry have strong international competitiveness. At the same time, some indicators also show that China's energy conservation and environmental protection industry, high-end equipment manufacturing industry and new energy automobile industry have a certain degree of competitive advantage. And new material industry and biopharmaceutical industry are still in comparative disadvantage at present. In a comparative study with major developed countries, it is found that there is still a certain gap between the development of China's strategic emerging industries and those of the developed countries such as the United States, Japan, the European Union and South Korea. In particular, energy conservation and environmental protection industry and new materials industry is still far behind. The research and the above conclusions can provide the basis for our country to formulate the strategic emerging industry policy, help our country to develop the strategic emerging industry to find the correct position, also for the strategic emerging industry related micro enterprise development to provide the reference.
