国际高端制造业转移对湖南生产性服务业升级的影响研究

【摘要】：2010年国务院发展研究中心统计公告指出，近年来国际高端制造业呈现向中国加速转移的态势。鼓励企业吸收和利用外资一直以来都是我国对外开放的重要内容。国家“十二五”规划明确指出，要积极营造有利于服务业发展的政策和体制环境，推进生产性服务业与高端制造业快速融合发展。然而，当前湖南省生产性服务业发展严重滞后，升级能力差，不能适应现代经济产业发展需求；同时，生产性服务业作为制造业的中间需求行业，其落后生产技术和低劣服务质量严重限制了制造业部门的发展和湖南经济质量的整体提高。因此，如何利用好国际高端制造业转移这个契机来促进湖南省生产性服务业的快速升级显得尤为重要。本文从产业间的关联入手，以高端制造业国际转移为切入点，把研究重点集中于高端制造业、国际产业转移和生产性服务业三者的关系上。首先从生产性服务业、高端制造业以及二者之间关系研究三个方面回顾了国内外相关文献，在此基础上对生产性服务业、高端制造业、国际产业转移及产业升级的内涵作出了界定，并就文章所运用和涉及到的相关理论进行了归纳和概括；然后立足于湖南省实际情况，运用经济学和统计学相关知识对湖南省生产性服务业发展现状及湖南承接国际高端制造业转移的现状进行了系统分析，并进一步运用投入产出分析法深入分析了湖南省高端制造业与生产性服务业之间的关联关系；最后引入国际产业转移理论，对国际高端制造业资本、技术转移与湖南省生产性服务业的升级能力水平进行了实证检验研究，探索国际产业转移与本土产业发展的新路径。通过对湖南省有关数据的分析，研究发现国际高端制造业转移对湖南省生产性服务业升级能力水平的影响显著。高端制造业技术转移是湖南省的生产性服务业升级能力的重要影响因素，但其当期对湖南省生产性服务业升级能力的贡献并不显著，而突出地表现在滞后一期和滞后二期上，，以滞后一期最为明显。高端制造业资本转移当期、滞后一期和二期对湖南省生产性服务业升级能力都存在显著的影响，其中以滞后二期最为明显。这是因为，正常情况下FDI的流入，并不会即刻全部转变为生产要素，其价值的完全实现需要经过一定的发展年限，具有滞后性。而技术的滞后性比资本短，这是因为专利只要一经审批就可以马上投入生产，紧接着新产品快速融入市场，被广泛应用于各个行业。而生产性服务业通过对新技术产品的使用，行业内部生产率势必得到提高。
[Abstract]:The 2010 statistics bulletin of the State Council's Development Research Center pointed out that in recent years the international high-end manufacturing industry has shown a trend of accelerating transfer to China. Encouraging enterprises to absorb and utilize foreign capital has always been an important part of China's opening to the outside world. The 12th Five-Year Plan clearly points out that we should actively create a favorable policy and institutional environment for the development of the service industry, and promote the rapid integration of producer services and high-end manufacturing industries. However, the development of producer services in Hunan Province is seriously lagging behind, and the upgrading ability is poor, which can not meet the development needs of modern economic industries. At the same time, producer services are regarded as the intermediate demand industries of manufacturing industry. Its backward production technology and poor service quality have seriously restricted the development of manufacturing sector and the overall improvement of Hunan economic quality. Therefore, how to make good use of the opportunity of international high-end manufacturing transfer to promote the rapid upgrading of producer services in Hunan Province is particularly important. This paper starts with the relationship between industries and focuses on the relationship among high-end manufacturing industry, international industrial transfer and producer service industry, taking the international transfer of high-end manufacturing industry as the starting point and focusing on the relationship among high-end manufacturing industry, international industrial transfer and producer services. First of all, from the producer services, high-end manufacturing and the relationship between the study of the relationship between domestic and foreign literature review, on the basis of producer services, high-end manufacturing, The connotation of international industrial transfer and industrial upgrading is defined, and the relevant theories used and involved in the article are summarized and summarized, and then based on the actual situation in Hunan Province, Based on the relevant knowledge of economics and statistics, this paper makes a systematic analysis of the development of producer services in Hunan Province and Hunan's acceptance of international high-end manufacturing transfer. The relationship between high-end manufacturing and producer services in Hunan Province is further analyzed by the input-output analysis method. Finally, the international industrial transfer theory is introduced to analyze the international high-end manufacturing capital. This paper makes an empirical study on the technology transfer and the upgrading ability level of Hunan producer service industry, and explores a new path of international industrial transfer and local industry development. Through the analysis of the relevant data in Hunan Province, it is found that the international high-end manufacturing industry transfer has a significant impact on the upgrading ability of producer services in Hunan Province. The technology transfer of high-end manufacturing industry is an important factor influencing the upgrading ability of producer services in Hunan Province, but its contribution to the upgrading ability of producer services in Hunan Province is not significant in the current period. Lag phase is the most obvious. The capital transfer of high-end manufacturing industry has significant influence on the upgrading ability of producer services in Hunan Province in the current period, the lag period and the second phase, among which the lag phase is the most obvious. This is because, under normal circumstances, the inflow of FDI will not be transformed into production factors immediately, and the full realization of its value needs a certain number of years of development and is lagging behind. The lag of technology is shorter than that of capital, because patents can be put into production as soon as they are approved, followed by the rapid integration of new products into the market and widely used in various industries. And the productive service industry through the use of new technology products, industry productivity is bound to be improved.
