江西服务外包产业发展模式及对策研究

【摘要】：20世纪90年代以来，被喻为“低碳绿色产业”的服务外包产业在全球兴起并蓬勃发展。我国通过改革开放，充分认识到服务外包对于经济可持续发展的特殊意义，服务外包产业发展提上了议事日程，并于2006年启动了服务外包“千百十工程”，2009年开启北京、上海、大连、南昌等21个中国服务外包示范城市建设，并将服务外包列入“十二五”发展的战略新兴产业。江西省是我国中部崛起的重要省份，大力发展服务外包，不仅符合“鄱阳湖生态经济区建设”国家战略，而且也有利于推进江西现代服务业与现代工业、现代农业的互动发展。论文以江西服务外包产业的发展模式及对策建议为研究对象，首先从研究背景意义、研究内容框架和研究方法与创新等方面进行了绪论概述；并且介绍了服务外包的相关理论，包括服务外包的概念与分类、服务外包的理论综述与研究综述；在此基础上，详细分析了国内外服务外包的发展现状，包括市场规模和市场前景，以及国际和国内服务外包产业的发展模式。论文对江西服务外包产业发展进行了SWOT分析，在梳理总结江西服务外包产业发展现状的基础上，针对江西服务外包产业的优势、劣势、机会和威胁四大因素展开了详细分析和探讨。论文深入分析了江西服务外包产业的发展要素，通过对江西与江苏服务外包业的总量与结构、发展环境、从业人员、企业规模、产业成本等方面的对比，，总结了国内先进地区服务外包业的成功经验对江西的启示，为江西发展服务外包业提供了经验借鉴。论文还从人才培养模式、业务选择模式、国际拓展模式、载体建设模式等方面系统阐述了“江西模式”。提出江西服务外包的产业发展，应实行人才先行战略，即首先注重发挥已取得的人才培养的“南昌模式”成功经验，打造全国服务外包人才培养高地，夯实支撑产业发展的人才基础，在业界树起“江西人才”和“江西服务”的特色品牌，继而更好地吸引企业、形成产业。最后，本文围绕产业环境营造、人才高地建设、聚集效益形成、资金扶持引导和全面可持续发展等层面，提出了江西服务外包产业发展的对策建议和相关举措。
[Abstract]:Since 1990's, the service outsourcing industry, which is called "low carbon green industry", has been booming all over the world. Through reform and opening up, China fully recognizes the special significance of service outsourcing for sustainable economic development. The development of service outsourcing industry has been put on the agenda. In 2006, China launched the "1000 Ten projects" of service outsourcing, which opened Beijing in 2009. Shanghai, Dalian, Nanchang and other 21 Chinese service outsourcing demonstration cities are built, and service outsourcing is listed as a strategic emerging industry in the 12th Five-Year Plan. Jiangxi Province is an important province rising in the central part of China. The development of service outsourcing is not only in line with the national strategy of "Construction of Poyang Lake Ecological Economic Zone", but also conducive to promoting the interactive development of Jiangxi's modern service industry and modern agriculture. The thesis takes the development mode and countermeasure suggestion of Jiangxi service outsourcing industry as the research object. Firstly, the introduction is made from the research background significance, the research content frame, the research method and the innovation and so on. It also introduces the related theories of service outsourcing, including the concept and classification of service outsourcing, the theoretical review and research review of service outsourcing. On this basis, the development status of service outsourcing at home and abroad is analyzed in detail, including the market scale and market prospect, as well as the development model of international and domestic service outsourcing industry. This paper analyzes the development of Jiangxi service outsourcing industry by SWOT. On the basis of combing and summarizing the present situation of Jiangxi service outsourcing industry, this paper aims at the advantages and disadvantages of Jiangxi service outsourcing industry. Four major factors of opportunity and threat are analyzed and discussed in detail. The paper deeply analyzes the development factors of Jiangxi service outsourcing industry, and compares the total amount and structure, development environment, employee, enterprise scale, industry cost of service outsourcing industry between Jiangxi and Jiangsu. This paper summarizes the successful experience of service outsourcing industry in advanced areas in China, and provides experience for Jiangxi to develop service outsourcing industry. The paper also expounds the "Jiangxi Model" systematically from the aspects of talent training mode, business choice mode, international expansion model, carrier construction mode and so on. The paper puts forward that the industry development of Jiangxi service outsourcing should carry out the strategy of talent first, that is to say, the successful experience of "Nanchang mode" of talent training, which has been obtained, should be put into play first, and the high level of national service outsourcing talent training should be built. Tamp the talent base to support the development of industry, set up the characteristic brand of "Jiangxi talents" and "Jiangxi service" in the industry, and then attract enterprises better and form industry. Finally, this paper puts forward the countermeasures and suggestions on the development of Jiangxi service outsourcing industry in the aspects of industrial environment construction, talent highland construction, aggregation benefit formation, fund support guidance and overall sustainable development.
