中俄油气合作研究

【摘要】：能源是一国国民经济发展的血液,特别是石油和天然气是各国经济发展和人民生活所需的最重要的能源，直接影响到国家的安全和可持续发展。近年来世界各国在能源方面的争夺也愈演愈烈，为此各国纷纷制定一系列的能源发展战略来应对变幻莫测的国际能源市场局势。中国随着经济的快速发展，对石油天然气的需求量越来越大，自1993年我国成为石油净进口国之后，我国石油对外依存度也逐步加大，2011年我国的石油对外依赖度已经超过55%，一直以来我国的石油进口主要来自中东地区。为了缓解石油供应过于集中带来的压力及中东政治局势不稳带来的负面影响，中国开始积极寻找新的油气合作伙伴。俄罗斯油气资源丰富，是世界油气资源的生产大国，也是世界最主要的石油和天然气出口国，且地理位置与我国毗邻，中俄两国优越的地缘优势以及两国稳定良好的政治经济环境，为两国开展油气合作奠定了良好的基础。中俄两国于20世纪90年代开始了油气合作的磋商，但90年代合作并没有实质性进展，进入21世纪以后两国油气合作有了突飞猛进的发展，修建了输油管道并开始对我国大量输油，与此同时中俄两国在勘探开发及技术领域也展开了合作，天然气合作也有望于近年达成进一步的合作。中俄油气合作缓解了我国能源供给的不足，实现了我国能源进口多元化的发展战略。同样两国开展油气合作对俄罗斯也具有重大意义，不仅有助于实现其能源出口多元化的发展战略，而且有利于加速开发其东部地区。中俄油气合作历经二十多年的发展历程，虽然合作是双赢互利的，但仍存在一些问题和制约因素影响两国合作的深入发展。本文通过深入研究两国油气合作的发展历程、合作模式及对两国经济的影响，从而明确了合作对双方的重要性，并对中俄油气合作的前景进行分析。在深入剖析两国合作存在的问题及制约因素的基础上，有针对性地对未来中俄油气合作中中国所处位置及应对策略提出了对策建议。未来我国应深化两国在油气领域的合作，制定符合彼此发展的能源发展战略，加强双方多方位多领域的协调的合作，，从而达到互利共赢的目的。
[Abstract]:Energy is a national economic development of the blood, especially oil and natural gas is needed for economic development and people's livelihood of all countries the most important energy, directly affect the national security and sustainable development. In recent years, the countries all over the world in the energy sector has intensified, the countries have formulated a series of energy development strategy to deal with the international energy market situation change unpredictably Chinese. With the rapid development of economy, the growing demand for oil and natural gas more, since 1993 China became a net importer of oil, China's dependence on foreign oil has gradually increased, in 2011 China's dependence on foreign oil has more than 55%, has been in China the main oil imports from the Middle East. In order to alleviate the negative impact of oil supply pressure is too concentrated and the Middle East political instability caused by Chinese began actively looking for Oil and gas cooperation partners. The new Russia's rich oil and gas resources, is the largest producer of oil and gas resources in the world, but also the world's leading exporter of oil and natural gas, and the geographical location adjacent to China, China and Russia and the superiority of two stable political and economic environment, laid a good foundation for the two countries carry out oil and gas cooperation.
The Sino Russian oil and gas cooperation negotiations began in 1990s, but in 90s and no substantial progress, in twenty-first Century after entering the two oil and gas cooperation has been rapid development, construction of the pipeline and to begin a large number of China's oil exploration and development at the same time, China and Russia in the field of technology and also launched a cooperation, natural gas cooperation is expected to reach further cooperation in recent years. The Sino Russian oil and gas cooperation to ease the shortage of energy supply in China, realize the diversification of energy imports and the development strategy of our country. As the two countries to carry out oil and gas cooperation is also of great significance to Russia Ross, not only helps to achieve its energy export diversification development strategy, but also conducive to accelerating the development of the eastern region.
After more than 20 years of development history of the Sino Russian oil and gas cooperation, although cooperation is a win-win, but there are still some problems and restricting factors for in-depth development of bilateral cooperation. Through in-depth study of the development of bilateral cooperation in oil and gas, and the influence on the bilateral economic cooperation mode, in order to make clear the importance of bilateral cooperation, and the Sino Russian oil and gas cooperation prospects were analyzed. Based on the in-depth analysis of the problems and constraints of the cooperation between the two countries, for the future of Sino Russian oil and gas cooperation in the China position and strategy suggestions have been proposed. The future of our country should deepen bilateral cooperation in the field of oil and gas, in line with the development of the development of each other's energy development strategy, strengthen bilateral multi field cooperation, so as to achieve a win-win objective.
