经济合作与发展组织官方发展援助统计改革进展及影响分析

【摘要】：官方发展援助(ODA)是国际社会发展援助资金的重要来源。经济合作与发展组织(OECD)下属的发展援助委员会(DAC)作为ODA的官方权威统计机构,对ODA进行了长期的跟踪统计和比较研究。随着国际经济形势和金融市场利率的变化,有关利益各方对ODA统计政策提出了一系列改革主张,这其中不仅有技术层面的修改完善,以期能提供更符合2015年后发展议程需要的"现代化"的ODA,更反映了发达国家在财务资源受限情况下,力求继续主导国际发展援助领域话语权的政治考量。中国作为发展援助资金的受援大国和新兴的发展援助资金出资大国,应全面分析ODA统计政策改革内容和意图,审慎研究判断改革的政策影响,积极主动参与有关政策讨论和制定,提出中方对国际发展援助资金统计改革的政策主张。
[Abstract]:Official development assistance (ODA) is an important source of international development assistance. The Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD), as the official statistical authority of the ODA, has carried out a long-term tracking and comparative study of ODA. With the change of the international economic situation and the interest rate of the financial market, the parties concerned have put forward a series of reform proposals on the ODA statistical policy, among which there are not only technical aspects of modification and perfection. The ODA, which aims to provide a "modern" development agenda more suited to the needs of the post-2015 development agenda, reflects the political considerations of the developed countries to continue to dominate the voice of international development assistance in the face of limited financial resources. China, as a recipient of development aid and a large emerging donor of development aid, should analyze the content and intention of ODA statistical policy reform and carefully study and judge the policy impact of the reform. To actively participate in relevant policy discussions and formulation, and put forward China's policy proposal on the statistical reform of international development assistance funds.
