我国生态产品供给主体的博弈研究——基于多中心治理结构

【摘要】：党的十八大报告明确要求"增强生态产品生产能力"。生态产品不仅具备维系生态安全和保障生态调节的功能,而且兼具公共品的属性。我国当前的生态产品供给主体主要集中于中央政府、地方政府和少数企业。根据研究发现,三类主体在供给中的博弈将长期存在,只有在政府检查监督的前提下,其他供给主体才具有供给的动力,这显然不是我们期望的最优组合。研究认为打破单中心思路,构建多中心的治理机制,实现供给主体多元化、搭建广泛的筹资渠道、构筑完善的多中心监督体系、加强政府、市场和社会之间配合,才是解决生态产品供给问题的合理选择。
