地票制度指标落地环节存在的问题及其改进路径——基于开发商参与地票和土地竞拍的模型

【摘要】：本文通过构建开发商参与地票和土地竞拍的数理模型,发现地票的最优投入比例与选择权收益、成功拍得土地的概率呈正相关关系,与固定成本、土地出让金、市场利率呈负相关关系,进而对指标落地环节的问题进行了规范描述:一方面,未持有地票的开发商存在"搭便车"的可能;另一方面,持有地票的开发商面临无法拍得所选地块并承担相应利息损失的风险,并据此提出指标落地环节相关制度设计的改进路径。
[Abstract]:By constructing mathematical model of land ticket and land auction, this paper finds out that the optimal input ratio of land ticket and the income of option are positively related to the probability of successful land auction, which is related to fixed cost and land transfer fee. The market interest rate is negatively related, and then the problems of the landing link of the index are described in a normative way: on the one hand, there is the possibility of "hitchhiking" for the developers who do not hold land tickets; On the other hand, the developers who hold the ticket face the risk that they can not get the selected land and bear the corresponding interest loss.
