朝阳市老工业区搬迁改造问题及对策研究

【摘要】:朝阳市作为国家“一五“、“二五”和“三线建设”时期重点建设的城市,工业基础较为雄厚,随着多年的发展,尤其是改革开放以后,老工业区国有经济改革滞后,民营经济发展缓慢,体制性和结构性矛盾不断积累并日益显露,与沿海地区城市发展的差距逐渐拉大,亟待调整改造。本文着重从朝阳市老工业区搬迁改造的现状出发,在总结国内外典型老工业区改造模式和相关理论的基础上,总结了老工业区搬迁改造存在的问题和原因,从企业搬迁、环境改善、城市功能完善、民生等要素协调统一发展的角度对朝阳市老工业区搬迁改造方案进行设计,并提出推进朝阳市老工业区搬迁改造的对策建议,以期对朝阳市老工业区的搬迁改造提供科学指导。本文总共分四章,第一章提出了朝阳市老工业区搬迁改造的背景和意义,并系统梳理了国内外老工业区改造涉及的相关理论;第二章通过对老工业区搬迁改造现状分析,总结出搬迁改造中存在的搬迁改造进度迟缓、搬迁改造意愿不强、土地级差收益分配机制不完善和腾空土地的接续产业单一低效等问题,并分析出搬迁改造缺乏资金支持、缺乏统筹规划、缺乏完善的腾空土地运作机制和缺乏政策引导和宣传四个主要原因,第三章运用城市土地级差地租理论,在借鉴国内外老工业区搬迁改造的经验基础上,对朝阳市老工业区搬迁改造进行了方案设计,明确了老工业区搬迁改造的目标定位、遵循的基本原则,空间布局和进度设计等,并进行了可行性分析和预期目标展望;第四章提出了促进朝阳市老工业区搬迁改造的对策建议,包括拓展搬迁改造融资渠道、建立搬迁改造统筹规划和科学运作机制,完善土地运作方式和级差分配制度,完善搬迁改造保障机制和加大搬迁改造宣传力度等。
[Abstract]:Chaoyang, as a key city in the period of the first Five-Year Plan, the second Five-Year Plan and the third Line Construction, has a relatively strong industrial base. With the development of many years, especially after the reform and opening up, the reform of the state-owned economy in the old industrial zone lags behind. The development of the private economy is slow, the institutional and structural contradictions accumulate and show day by day, and the gap between the urban development of the coastal area and the urban development of the coastal area is widening gradually, which needs to be adjusted and reformed. Starting from the current situation of the relocation and transformation of the old industrial zone in Chaoyang City, this paper summarizes the existing problems and causes of the relocation and transformation of the old industrial zone at home and abroad on the basis of summing up the models and relevant theories of the transformation of the typical old industrial zone at home and abroad. From the angle of environmental improvement, city function perfection, people's livelihood and so on, this paper designs the relocation and transformation scheme of Chaoyang old industrial zone, and puts forward some countermeasures and suggestions to promote the relocation and transformation of Chaoyang old industrial zone. In order to provide scientific guidance for the relocation and transformation of the old industrial zone in Chaoyang City. This paper is divided into four chapters, the first chapter puts forward the background and significance of the relocation and transformation of Chaoyang old industrial zone, and systematically combs the relevant theories involved in the transformation of the old industrial zone at home and abroad. In the second chapter, through the analysis of the current situation of the relocation and transformation of the old industrial zone, it is concluded that the progress of the relocation and transformation is slow and the intention of the relocation and transformation is not strong. The imperfection of the distribution mechanism of land differential income and the single low efficiency of the succeeding industry of vacated land, and the analysis of the lack of financial support and overall planning for the relocation and transformation. There are four main reasons for the lack of perfect operation mechanism of vacated land and the lack of policy guidance and propaganda. The third chapter applies the theory of differential land rent of urban land, on the basis of drawing lessons from the experience of the relocation and transformation of old industrial zones at home and abroad. This paper has carried on the plan design to the Chaoyang old industrial zone relocation transformation, has defined the old industrial area relocation transformation goal localization, the basic principle which obeys, the space layout and the schedule design and so on, and has carried on the feasibility analysis and the anticipated goal prospect; The fourth chapter puts forward the countermeasures and suggestions to promote the relocation and transformation of the old industrial zone in Chaoyang, including expanding the financing channels for the relocation and transformation, establishing the overall planning and scientific operation mechanism of the relocation and transformation, perfecting the land operation mode and the differential distribution system. Improve the relocation and transformation of the protection mechanism and increase the promotion of relocation and transformation, and so on.
