新型城镇化背景下的基层社会管理机制优化研究

【摘要】：随着我国二元经济结构、两极化、老龄化发展进度的深入,新型城镇化的重要性也越来越明显,成为影响我国社会发展的重要国策。党的十八大提出走新型城镇化道路,认为走城镇化发展道路是扩大国内需求,打破城乡二元体制,实现城乡一体化的重要途径。基层社会管理机制是指基层社会系统的组成要素之间相互作用的方式和过程,是保障基层社会管理具体实施的方法,制度机制、方法机制和运行机制。虽然我国城镇化社会管理的研究取得了较大的成果,但是与目前新型城镇化的发展仍存在着不协调的问题,因此论文以新型城镇化背景下,对基层社会管理机制的优化进行论述,能够促进社会基层管理机制的完善,不仅能够丰富我国基层社会管理的理论研究,为新型城镇化基层社会管理实践提供指导,还能够提升我国社会管理水平。首先,对新型城镇化和基层社会管理机制的相关理论进行了阐述,并以此为基础对新型城镇化背景下的基层社会管理机制优化的必要性进行仔细分析,得出我国在出于新型城镇化背景下开展基层社会管理的重要性。然后,在理论论述和必要性分析的基础上,对我国当前新型城镇化背景下基层社会管理的现状、问题以及导致问题出现或存在的原因进行了分析。接着,通过对目前我国基层社会管理机制优化的分析结果,对英国、美国和日本的社会管理机制的建设情况进行概述,并总结出有利于处于转型期的中国发展和借鉴的观点。最后,通过深入分析我国在新型城镇化背景下基层社会管理机制存在的不足,结合国外可借鉴的社会管理机制建设的内容,提出新型城镇化背景下的基层社会管理机制优化对策。通过理论研究的深入,管理机制的优化,实现多元管理、完善配套机制,期望能够进一步完善基础设施体系建设,改善居民的生活方式,强化综合管理能力水平,进而为提高社会管理水平的提升提供发展路劲和目标。
[Abstract]:With the development of dual economic structure, polarization and aging, the importance of new urbanization is becoming more and more obvious, which has become an important national policy that affects the social development of our country. The 18th National Congress of the Communist Party of China proposed a new way of urbanization, which is an important way to expand domestic demand, break the dual system of urban and rural areas, and realize the integration of urban and rural areas. Grass-roots social management mechanism refers to the mode and process of interaction among the elements of grass-roots social system. It is the method, system mechanism, method mechanism and operation mechanism to ensure the concrete implementation of grass-roots social management. Although great achievements have been made in the study of urbanization social management in our country, there are still some problems which are not in harmony with the development of new urbanization at present. Therefore, under the background of new urbanization, The optimization of grass-roots social management mechanism can promote the improvement of social grass-roots management mechanism, enrich the theoretical research of grass-roots social management in China, and provide guidance for the practice of new urbanization grass-roots social management. Also can raise our country's social management level. First of all, the related theories of new urbanization and grass-roots social management mechanism are expounded, and on the basis of this, the necessity of optimizing grass-roots social management mechanism under the new urbanization background is analyzed carefully. The importance of carrying out grass-roots social management under the background of new urbanization in China is obtained. Then, on the basis of theoretical discussion and necessity analysis, this paper analyzes the present situation, problems and causes of the emergence or existence of grass-roots social management under the background of new urbanization in our country. Then, through the analysis of the optimization of the social management mechanism at the grass-roots level in our country, this paper summarizes the construction of the social management mechanism in Britain, the United States and Japan, and sums up the views that are conducive to the development and reference of China in the transition period. Finally, through in-depth analysis of the shortcomings of grass-roots social management mechanism in the context of new urbanization in China, combined with the content of the construction of social management mechanism that can be used for reference by foreign countries, This paper puts forward the countermeasures to optimize the social management mechanism in the context of new urbanization. Through the deepening of theoretical research, the optimization of management mechanism, the realization of pluralistic management and the improvement of supporting mechanism, the author hopes to further improve the infrastructure system construction, improve the residents' way of life, and strengthen the level of comprehensive management ability. And then to improve the level of social management to provide development momentum and goals.
