中国互联网消费金融风险及防控问题研究

【摘要】:中国经济在进入新常态后,投资和出口开始出现增速放缓和疲软的情况,而扩大内需,刺激消费便成为新时期中国经济成功转型和发展的重中之重。党中央适时提出供给侧结构性改革,并积极鼓励大众消费,特别是鼓励进行信息、旅游、休闲、文化教育等新的消费领域的消费,旨在提高消费层次,促进消费结构的优化升级,使消费更好地发挥拉动经济增长的作用。近几年,国家开始重视消费金融行业的发展,而2015年“互联网+”计划的提出,加深了互联网与消费金融行业的融合,互联网消费金融应运而生。互联网消费金融是指商业银行或有相关资质的互联网金融机构或企业利用互联网技术和信息通信技术,(1)向消费者提供资金使其能购买或使用商品的新型金融服务方式和运作模式。互联网消费金融因其无担保、无抵押、零首付和零利率等宽松的申贷条件及放贷快等特征,一经推出便受到广大消费者特别是年轻消费群体的欢迎和追捧,行业因此在短期内以惊人的速度高速发展。但过快的发展速度造成行业存在大量风险,而各互联网消费金融平台的规模和抗风险能力参差不齐,消费者风险防范意识也较差。这些都成为行业监管无法逾越的障碍,导致监管滞后,难以及时对行业进行有效的、具有针对性的监控和管理。本文以马克思的消费理论和信用理论、亚当·斯密的消费理论和习近平关于消费、金融、诚信等方面的思想和理论作为理论支撑与指导,对我国互联网消费金融存在的风险进行了全面的阐述和分析。以中国互联网消费金融发展的相关数据和真实案例为依托,详细论述了互联网消费金融的概念、特征、运作模式等内涵,探讨了行业发展过程中存在的风险,并对出现的各种风险的致因进行了剖析;最后,重点从政府、互联网消费金融经营主体和消费者三个层面提出了有益于中国互联网消费金融风险防控的对策和建议,以规范我国互联网消费金融市场,提高居民消费质量。第一章主要论述了论文的选题背景、选题意义、当前国内外对互联网消费金融的研究概况、论文的写作思路与研究方法以及论文存在的创新点与不足等内容,明确了论文的大体写作脉络和方向。第二章对互联网消费金融的理论进行了详细阐述。文章解释了互联网消费金融的概念、运作模式、特征等内涵;重点详细论述了马克思的消费理论和信用理论、亚当·斯密的消费理论和习近平促进网络安全和互联网消费金融发展的思想,并总结了互联网消费金融发展产生的积极效应,为下文的展开做了坚实的理论铺垫。第三章对我国互联网消费金融的现状进行了分析。文章对互联网消费金融的发展现状进行了简要的介绍,并找到了我国互联网消费金融发展过程中存在的问题与风险,最后,深入分析了风险产生的原因。第四章介绍了美国、欧盟和日本等发达国家促进消费金融发展和风险防控的经验,并总结出了有利于提升我国互联网消费金融风险防控能力的有益启示。第五章对我国互联网消费金融风险防控提出了行之有效的对策和建议。论文从政府、互联网消费金融经营主体和消费者三个层面对提高我国互联网消费金融的风险防控能力和促进行业健康、可持续发展提出了具有可行性的对策和建议。
