京津冀金融一体化“破局”:模式选择与实现机制

【摘要】：京津冀协同发展在于金融一体化"破局"。京津冀金融一体化实现金融资源优化配置,能够有效提升金融资源利用效率,切实推进京津冀协同发展。近年来,京津冀金融一体化程度得到显著提升,但是仍然处于较低水平。京津冀金融一体化面临着金融资源分布不平衡、金融要素市场行政分割严重、前瞻性战略规划不足、机制设计滞后等问题。作为一项复杂的系统工程,京津冀金融一体化不仅需要科学谋划中长期目标,也需要近期安排;既需要选择适宜的运行模式,也需要有相应的制度保障。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei lies in the financial integration. The financial integration of Beijing, Tianjin and Hebei can effectively promote the efficiency of financial resources utilization and promote the coordinated development of Beijing, Tianjin and Hebei. In recent years, the degree of financial integration between Beijing, Tianjin and Hebei has been improved significantly, but it is still at a low level. The financial integration of Beijing-Tianjin-Hebei is faced with the problems of unbalanced distribution of financial resources, serious administrative segmentation of financial factor market, lack of forward-looking strategic planning and lagging of mechanism design. As a complex system engineering, the financial integration of Beijing, Tianjin and Hebei needs not only the long-term scientific goal, but also the short-term arrangement.
