职业技能培训消费金融集合资金信托计划产品设计

【摘要】:随着国内经济的进一步发展,生产实践中分工的进一步深化以及当今社会对职业技能人才要求的进一步提高,国内的职业培训需求正在被不断放大。然而,在我国目前的金融市场中,尚未出现与职业培训相关的金融产品,留下了大量的市场空白。本文将试图开发一款以此为背景的金融产品——“Z信托”,以期能填补市场空白,促进我国职业培训产业的持续发展。“Z信托-职业技能培训消费金融集合资金信托计划”以当前市场上的空白地带——职业技能培训学杂费信贷为支点,以连通资金的理财需求和职业培训学杂费贷款的现实需求为基础,以信托作为产品设计的基础架构。事实上,由于需要申请职业技能培训学杂费的客户多是中下层人民,本产品通过满足他们切实的金融需求,既配合了国家“精准扶贫”、“普惠金融”政策的不断推进,也成为了本产品的一大创新之处。本信托计划的具体运作模式为:首先,依靠强大的营销网络和品牌效应,商业银行将职业技能培训消费信托售予合格投资人。接着,由信托公司与投资人签订信托合同。待信托合同签订后,以消费金融公司为主导,利用如下三种方式开发借款人:消费金融公司利用自身强大的营销网络开发、职业技能培训学校推荐需要金融服务的同学、政府扶贫机构在精准扶贫对象中发掘合适的贷款人并推荐。其后,消费金融公司将负责以信托为平台对合适的借款人发放个人职业培训消费贷款,该贷款专款专用于借款人参与职业技能培训的花费然后,根据信托合同,消费金融公司的相关资产包被信托公司集中采购,并最终由信托公司负责向委托人准时定量分配信托权益。最后,由政府扶贫机构和国内外相关扶贫NGO提供的扶贫基金,以奖学金的形式发放给本信托计划的贷款申请人。扶贫基金的引入,在不影响本信托各参与方经济利益的情况下,事实上抵扣了贷款申请人所需支付的利息或者本金,减轻了他们(多数是较贫困者)的还款压力。在行文结构上,本文首先深入分析了我国的职业培训市场和消费金融市场,论证了消费金融公司服务职业培训市场的可能性。在此基础上,论证了以下三个选择:选择以消费金融公司作为本产品的主要推广方;选择以信托为纽带,完成消费金融公司与资金提供者的对接;选择以“信贷工厂”模式作为本产品设计的基本原理。在完成产品的具体设计后,本文于第四章将本产品与其他的信托项目进行了比较分析,并一同分析了产品的适用性和风险控制。最后,本文对当前相关市场做了分析,并依据本产品的实际特点,为其量身打造了产品推广计划。
[Abstract]:With the further development of the domestic economy, the further deepening of the division of labor in the production practice and the further improvement of the demand for vocational skilled personnel in the society today, the demand for vocational training in China is being continuously enlarged. However, in China's current financial market, there are no financial products related to vocational training, leaving a large number of market gaps. This paper will try to develop a financial product in this context, "Z Trust", in order to fill the gap in the market. To promote the sustainable development of China's vocational training industry. "Z Trust-Vocational skills training Consumer Finance pooled Fund Trust Plan", based on the gap in the current market-vocational skills training tuition and miscellaneous credit as the fulcrum, Based on the financial needs of connected funds and the realistic demand of vocational training tuition loan, trust is taken as the basic structure of product design. In fact, since most of the clients who need to apply for vocational skills training fees are from the middle and lower classes, this product, by meeting their real financial needs, is not only in line with the state's "precise poverty alleviation" policy and the continuous promotion of the "inclusive finance" policy. It has also become a major innovation of this product. The concrete operation mode of this trust plan is as follows: first, depending on the strong marketing network and brand effect, the commercial bank sells the vocational skill training consumption trust to the qualified investor. Next, trust company and investor sign trust contract. After the signing of the trust contract, the consumer finance company is the leader and the borrower is developed in the following three ways: the consumer finance company uses its own powerful marketing network to develop, and the vocational skills training school recommends students who need financial services. Government poverty-alleviation agencies identify and recommend the right lenders among those targeted for poverty reduction. Thereafter, the Consumer Finance Corporation will be responsible for issuing consumer loans for personal vocational training to suitable borrowers on a trust basis, which is earmarked for the cost of the borrower's participation in vocational skills training, and then under the trust contract, The related assets of the consumer finance company are purchased centrally by the trust company, and the trust company is ultimately responsible for the timely and quantitative distribution of trust equity to the client. Finally, the poverty alleviation fund provided by the government poverty relief agency and the related poverty alleviation NGO at home and abroad is granted in the form of a scholarship to the loan applicant of the trust scheme. The introduction of the Poverty Alleviation Fund, without affecting the financial interests of the various participants in the trust, in fact deducts the interest or principal paid by the loan applicant and reduces their repayment pressure (most of them are poorer). Firstly, this paper analyzes the vocational training market and the consumer financial market in China, and demonstrates the possibility of the consumer finance company serving the vocational training market. On this basis, the following three choices are demonstrated: choosing the consumer finance company as the main promoter of the product, choosing trust as the link to complete the docking between the consumer finance company and the fund provider; Choose the "credit factory" model as the basic principle of the product design. After completing the specific design of the product, this paper compares the product with other trust projects in the fourth chapter, and analyzes the applicability and risk control of the product together. Finally, this paper analyzes the current relevant market, and according to the actual characteristics of the product, to create a product promotion plan.
