学区划分背景下的小学布点规划评价与优化研究

【摘要】:教育公平的基本内涵是“教育机会公平”,这需要对公共教育服务设施的不断优化来体现。当今社会对教育问题的关注度不断提高,教育均等化理念日益深入人心。由于教育资源的稀缺性,以及教育资源的分配不均,“上学难”成为了当今社会大众普遍关注的民生问题,一直以来未能妥善解决。 在规划研究领域,对公共教育服务设施的研究主要包括对于各类中小学设施的布局规划,包括供应量的确定和布局选址问题的研究。但由于人口规模预测的不确定性、多重利益主体博弈造成的不可操作性等原因,中小学规划一直处于规划研究与实践操作难以统一的状态。 本文基于可操作性角度,以当前小学入学的“学区制度”作为研究背景,探讨在学区划分模式下小学布点规划的有效性。通过GIS技术对比控规单元和学区划分所形成的不同空间层次如何影响小学的供需状况和可达性水平,进而说明学区划分如何影响小学的实际服务能力。针对目前的规划编制可操作性不强的问题,提出了若干具有一定参考价值的评价研究结果,当前学校布点规划存在入口预测不够准确、学校空间布点失衡和学区划分与布点规划脱节等问题,可为今后同类规划的编制和相关政策的制定提供借鉴。
[Abstract]:The basic connotation of educational fairness is "educational opportunity equity", which needs to be reflected by the continuous optimization of public educational service facilities. Due to the scarcity of educational resources and the uneven distribution of educational resources, the difficulty of going to school has become a popular concern of the people and has not been properly solved. In the field of planning research, the research on public education service facilities mainly includes the layout planning of all kinds of primary and secondary school facilities, including the determination of supply and location. Due to the inmaneuverability caused by the game of multiple stakeholders, the planning of primary and secondary schools has been in a state of difficulty in planning research and practical operation. Based on maneuverability, this paper takes the "school district system" of primary school entrance as the research background. This paper discusses the effectiveness of primary school layout planning under the school district division mode. How the different spatial levels formed by comparing the control unit with the school district division by GIS technology affect the supply and demand situation and the accessibility level of primary school are discussed. Then it explains how the division of school districts affects the actual service ability of primary schools. Aiming at the problem that the current planning is not operable, this paper puts forward some evaluation and research results with certain reference value. At present, the entrance prediction of school layout planning is not accurate enough, the imbalance of school space layout and the disconnection between school district division and layout planning can be used for reference for the formulation of similar plans and related policies in the future.
